QUESTIONS AND ANSWERS ON THE PROJECT " WITH A DIPLOMA IN THE VILLAGE»

  1. According to the new rules, social support measures are provided to specialists who do not have outstanding overdue debts on previously issued loans (at the time of consideration of the documents specified in paragraph 10 of these Rules), as well as in the absence of arrears for the last 2 (two) years of more than 90 (ninety) calendar days. (paragraph 18 of the rules). Explain why this rule is needed?

    This provision was introduced for more effective coverage of social support measures for specialists who do not have housing, as well as to exclude the financial burden on specialists who do not have outstanding overdue debts on previously issued loans, as well as in the absence of arrears for the last 2 years of more than 90 calendar days. The availability of other loans affects the solvency of specialists.

    Can a specialist use a budget loan to buy housing from relatives?

    No, it can't. This problem has been raised several times by local executive bodies. We have included a provision prohibiting the purchase of housing from close relatives (spouse, grandparents, parents (including adoptive parents), children (including adopted children), full and half-siblings), as well as for the purchase of residential premises in which a citizen permanently resides.

    This norm will contribute to more effective coverage of social support measures for specialists who really do not have housing.

    Is there an age limit for the payment of the lifting allowance and the budget loan, that is, up to what age are social support measures paid?

    According to the Rules, the recipient undertakes to work in rural areas for at least three years when receiving social support measures.

    However, there are no age restrictions in the Rules. However, the akimats take into account the terms of performance of the obligations of the agreement by a specialist for the maximum period of work for three full years before going on a well-deserved rest, and also take into account the terms of the budget loan (up to 15 years).

    Can I use a budget loan for housing construction?

    Yes, you can. This rule is in the Rules (Order No. 72 of November 6, 2014). The Mayor's office offers the specialist options for standard projects of residential buildings to choose from. However, the cost of one square meter of housing should not exceed 46 MCI (134.2 thousand tenge). The estimated cost of housing construction should not be more than twice the size of the loan issued. The term of housing construction should not exceed 12 months from the date of granting the loan.

    Why does the project "With a diploma to the village" not apply to small towns?

    The Sectoral Law of the Republic of Kazakhstan "On State regulation of the development of the agro-industrial complex and rural areas" (paragraph 8 of Article 18) is aimed at supporting specialists in the social sphere and the agro-industrial complex who have arrived to work and live only in rural localities.

    Currently, legislative acts have been amended to change the status of small towns with a population of less than 10 thousand people. If the status of an urban locality changes to a rural one, their specialists can continue to receive social support measures and allowances provided for by the legislation of the Republic of Kazakhstan.

    It should also be borne in mind that the provision of social support measures within the framework of the Project for specialists arriving in cities may lead to an outflow of specialists from rural areas and an even greater increase in the shortage of personnel.

    You said that the project "With a diploma to the village"is being automated. How can a specialist submit an application in electronic format?

    The specialist submits an application through the Portal of "e-government" in the section "Social Security" by means of his EDS. Selects which social security measures.he wants support. That is, only a lifting allowance or together with a budget loan. From the relevant information systems, documents are pulled up according to the list.

    This is, for example, information:

    - about identity documents (from the IS of the Ministry of Justice);

    - certificates of state registration of marriage (matrimony) (from the IS MURK);

    - information about registration at the place of residence (from the IS of the Ministry of Internal Affairs);

    - certificates on the absence (presence) of immovable property of the service recipient and his (her) spouse and children, on the right to use the land plot provided for the construction of housing in the name of the service recipient (from the IS MU);

    - information on employment (from the IS MTSZN);

    - information about the availability of a diploma of post-secondary, technical, professional and / or higher education (from the IS MES).

    In the absence of information on employment, on the presence of a diploma of education in information systems, the scanned versions of these documents are inserted, as well as a report from the Credit Bureau is inserted.

    Next, the application with a full list of documents is sent to the IP "Software product for accepting applications for rural mortgages". After that, the employees of the akimats of the districts (cities) consider the application in accordance with the Rules for Providing Social Support Measures to Specialists in the field of Health, Education, Social security, culture, sports and agro-industrial complex who arrived to work and live in rural settlements (Order of the Ministry of National Economy No. 72 of November 6, 2014 No. 72).

    Can oralmans (ethnic Kazakhs) receive social support measures?

    If oralmans are citizens of the Republic of Kazakhstan, they can receive social support measures under the project "With a diploma to the village".

    I would like to note that according to the budget legislation (Budget Code of the Republic of Kazakhstan, Article 178), the final borrowers can be individuals and legal entities that are residents of the Republic of Kazakhstan.

    Should the specialist necessarily come from the city, and not from the neighboring village?

    The main criterion is the desire of the specialist to work and live in a rural locality, regardless of the place of arrival.

    If a person who has taken out a soft loan decides to leave the village earlier than in 3 years, what will he have to pay/fulfill?

    This issue is resolved according to the Agreement concluded between the administrator, the specialist and the attorney (agent).

    The specialist retains the right to receive social support measures when transferring to work in other rural localities (or within one rural locality) until the expiration of a three-year period related to the working conditions or at the initiative of the administration (akimat). And an additional agreement is concluded with it.

    If a specialist on his own initiative, without the approval of the mayor's office, works less than the prescribed period, he must return the provided social support measures in full.

    What are the deadlines for reviewing the application and granting a preferential loan?

    According to the updated Rules, the terms of rendering the state service are 6 working days from the moment of delivery of the package of documents to the administrator. (Previously, the payment of the lifting allowance – within 27 working days, the budget loan for housing-within 47 working days).

    Please tell us what year the program will last until
    "With a diploma to the village"?

    Over the entire period of implementation, the project "With a diploma to the village" does not lose its relevance, especially among rural youth. In addition, the Law of the Republic of Kazakhstan "On State regulation of the development of the agro-industrial complex and rural areas" does not regulate the terms of the Project implementation.

    Please tell me why you need a list of popular specialties? If my specialty is not included in this list, can I get social support measures?

    To address the shortage of personnel in a particular industry, akimats are given the opportunity to form a list of popular specialties. This list is published on the official website of the akimat of the district (city of regional significance).

    This list allows you to determine the categories of specialties for the upcoming period to provide social support measures in the relevant industry. For example, specialists of narrow qualifications (doctors of narrow specialization, teachers of foreign languages) who could not receive social support measures due to late application submission or lack of funding. Prior to the inclusion of this rule, there was no such possibility in the Rules and social support measures were received only by those specialists who first submitted applications at the beginning of the year.

    At the same time, this list may be changed depending on the current situation (allocation of additional money, refusal of other specialists, etc.).

    Can civil servants working in rural areas receive social support measures?

    On September 30, 2020, the Order of the Minister of National Economy of the Republic of Kazakhstan "On Amendments to the Order of the Minister of National Economy of the Republic of Kazakhstan dated November 6, 2014 No. 72 "On Approval of the Rules for Providing Social Support Measures to Specialists in the field of Health, Education, Social Security, culture, sports and agro-industrial complex who arrived to work and live in rural settlements"was adopted.

    In accordance with these Rules, civil servants of the offices of the akims of villages, settlements, and rural districts who are employed after October 17, 2020 (after ten calendar days after the date of their first official publication) are entitled to receive social support measures.

    Can measures be provided in the form of a lifting allowance and a budget loan to employees of private organizations (for example, LLP, KH, sole proprietor, etc.)?

    The Rules for providing social support measures to specialists in the field of health, education, social security, culture, sports and agro-industrial complex, civil servants of the offices of akims of villages, settlements, rural districts who arrived to work and live in rural settlements (Order of the Minister of National Economy of the Republic of Kazakhstan No. 72 of November 6, 2014), do not regulate the form of ownership of the organization in which the specialist should work.
