On February 15, 2021 at 10-00 o'clock in the Assembly hall of the building of the akimat of the Abay district, located at the address: Karaganda region, Abay, Pobedy Ave., 3, a competition will be held to grant the right of temporary paid land use (lease) for farming or farming, agricultural production.
The following documents are submitted for participation in the competition:
Application for participation in the competition;
Competitive offer.
Reception and registration of applications for participation in the competition will be carried out from 25 January 2021 to 17:00 hours on 12 February 2021 in the se "Department of land relations, architecture and urban planning of Abay district", located at the address: Karaganda region, Abay, Abay street, building 26, (1st floor, room 10).
Application for participation in the contest should be submitted on paper on purpose either by mail or through a web portal of "electronic government" before the deadline for submission of applications.
The application for participation in the competition for granting the right of temporary paid land use (lease) for conducting a peasant or farm, agricultural production must contain:
1) for non-state legal entities of the Republic of Kazakhstan – the name of the legal entity, its location, information on state registration (re-registration) as a legal entity, information on the managers and participants or shareholders of the applicant-legal entity, indicating the size of their share in the authorized capital (from the total amount of the authorized capital), information on the affiliated persons of the applicant;
2) for individuals – the surname, first name and patronymic (if it is indicated in the identity document) of the applicant, place of residence, citizenship, individual identification number, information about the identity document of the applicant;
3) location of the land plot claimed by the applicant;
4) competitive offer;
5) obligations to conclude a contract for temporary paid land use (lease) of agricultural land for farming or farming or agricultural production within three working days from the date of receipt of notification of the need to sign this contract in case the applicant is recognized as the winner of the competition for granting the right to temporary paid land use (lease) for farming or farming, agricultural production.
Citizens of the Republic of Kazakhstan and non-state legal entities registered in accordance with the established procedure, except for foreign legal entities, as well as legal entities in whose authorized capital the share of foreigners, stateless persons, foreign legal entities is more than fifty percent) who have issued an application for participation in the competition within the period not later than established by the notification.

The tender offer must contain:
1) business plan (projected volume of investments, areas of cultivation of agricultural crops, livestock of farm animals, applied agricultural technologies, availability of agricultural machinery and technological equipment, qualified specialists in the field of agriculture, the number of jobs created);
2) obligations for the preparation and development of the project of on-farm land management, implementation of measures for the development of agricultural infrastructure;
3) obligations to comply with the requirements of the land legislation of the Republic of Kazakhstan, including the rules for the rational use of agricultural land approved by the order Minister of agriculture of the Republic of Kazakhstan dated January 17, 2020 No. 7 (registered in the Register of state registration of normative legal acts No. 19893, implementation of indicative indicators for the diversification of the structure of sown areas of agricultural crops in accordance with the specialization of the region, compliance with scientifically based agricultural technologies, phytosanitary and quarantine requirements.
The bid submitted by the bidder in a sealed envelope, printed or written with indelible ink in the form of stitched, with numbered pages, last page is assured by: participant's signature for individuals (or authorised representative) and signed by the first supervisor (or Trustee) and seal (if available) for legal persons, except in cases of its submission through the web portal of "electronic government".
In the application and on the tender offer, there should be no inserts between lines, erasures or attributions, except in cases when the participant needs to correct grammatical or arithmetic errors.
In the closed envelope of the tender offer, the inscription "Competition for granting the right of temporary paid land use (lease) for conducting a peasant or farm economy, agricultural production" and " Do not open until: "___" _______ year" (specify the exact date).
