During the years of Independence of Kazakhstan the normative-legal base in the sphere of culture was formed.
Taking into account realities of modern tendencies the preservation of historical and cultural monuments required new approach and introduction of new mechanisms, i.e. improvement of the current legislation and formation of more effective legal base of complex regulation of this sphere with preservation of basic norms of the Law of the Republic of Kazakhstan "On Preservation and Use of Objects of Historical and Cultural Heritage" of July 2, 1992.
On December 26, 2019 the Law of the Republic of Kazakhstan "On protection and use of objects of historical and cultural heritage" was adopted in a new version. The main purpose of the bill is to improve the legislation in the sphere of historical and cultural heritage, to ensure the revival, preservation and popularization of objects of historical and cultural heritage.
In 2020 the Ministry of Culture of the Republic of Kazakhstan adopted 24 normative legal acts. Thus, a number of Laws and by-laws are aimed at streamlining the issue of stricter measures to ensure the protection and use of objects of historical and cultural heritage.
For transfer of spiritual values from one generation to another there is 1 House of Culture, 1 library, 2 monuments of culture. The state holidays, professional festivals and cultural events are traditionally held in these centers.
The apparatus of akim of Karaoy rural district supports and coordinates the activities of state cultural organizations in accordance with the current legislation of the Republic of Kazakhstan on the territory of the district. Also organizes the protection and use of historical, material and spiritual monuments of local importance. Conducts entertainment and cultural events, as well as various competitions.
