Unified Register of Administrative Proceedings

The Unified Register of Administrative Proceedings is the creation of a unified database of administrative proceedings, online registration of protocols and payment of fines on the spot. In the project, the entire process of administrative proceedings is automated: starting from the initiation of a case and ending with the execution of an administrative penalty. The pilot of the project was launched in 2017. This project makes it possible to provide citizens with a fast, transparent and legal administrative process, the ability to control the course of administrative proceedings, and pay fines quickly and conveniently. It allows the state to simplify the work of state bodies and bailiffs, eliminate the human factor, get analytics, predict the situation, reduce corruption risks and increase the recoverability of fines.

Every year, 64 state bodies make up more than 4 million protocols on the imposition of administrative penalties, 54 bodies consider administrative cases.

Production is carried out in paper format. Cases are lost, falsified. The procedure of administrative proceedings is complicated, starting from the moment of registration of the primary protocol on an administrative offense, until the moment of execution of the imposed administrative penalty and its removal from special records.

The problem arises in establishing the exact address of the violator, thereby the official directs administrative cases immediately to the bailiffs, which often entails unjustified initiation of enforcement proceedings, as a result, the citizen is also obliged to pay for the work of private bailiffs.

In addition, there is a practice of ignoring the accumulation of cases, that is, cases lie in state bodies without taking any measures, as a result, the fine remains unclaimed, because the statute of limitations expires (1 year).

A mobile application has already been developed in which employees of the internal affairs bodies and other state bodies can draw up a protocol in electronic format in a minimum number of clicks. Information in the database is recorded in real time. This eliminates duplication of information in the database and the practice of double work.

A citizen has the opportunity to pay a fine almost instantly on the spot, via the Internet or in any second-tier bank. Information about the paid administrative fine automatically gets into the database, which eliminates the need for a citizen to carry a receipt to a state body and eliminates the practice of unjustified initiation of enforcement proceedings for paid fines.

The system has been integrated with most second-tier banks. Citizens can pay the fine on the spot, with a payment card, receiving a 50% discount.

Since June of this year, an electronic decision on an administrative case is sent to bailiffs online, for compulsory collection.

In addition, as part of the digitalization of administrative proceedings, the Blockchain technology will be applied, which will ensure security against hacking of information systems, as well as guarantee the immutability of information.

We develop and implement Blockchain technology on our own, without involving third-party developers.
