Unified register of subjects/objects of inspections

Business protection is one of our priorities. The project "Unified Register of Subjects/Objects of Inspections" (hereinafter -ERSOP) allows for transparency of state control and supervision in the field of entrepreneurship.

This project contains information about the subjects and objects of inspections (location, category, group), their attribution to a particular degree of risk (number of points, degree of risk), the history of inspections, which allows: regulatory authorities - to go to the inspections point-by-point, to focus only on violators, consumers - to receive information about the quality services provided.

In order to streamline the work and exclude the facts of illegal inspections, schedules are drawn up annually, in the preparation of which more than 8 thousand employees of state bodies are involved. Inspection schedules are drawn up and approved on paper, information is collected starting from the ordinary level of the authority to the central authority. In case of incorrect formation of materials, the authorized body responsible for the registration and publication of schedules returns them for revision.

As a result, the procedure for approving inspection schedules turns into paperwork, government agencies are loaded with the process of determining the objects of inspections, taking into account the risks in their activities, and entrepreneurs are not protected from unreasonable or systematic business inspections.

The problem also lies in the diversity of the regulatory framework of each inspection body, which allows inspections to be carried out outside of approved plans.

The entrepreneur learns about the upcoming inspection only at the time of familiarization with the notification and has no opportunity to find out information on what criteria his activities will be checked, who will conduct the inspection, etc.

It is this problem that is the subject of discussion among entrepreneurs, creates barriers to business development for them, as evidenced by the flow of complaints to law enforcement agencies.

ERSOP will minimize violations of the rule of law, since already at the stage of data formation all attempts of illegal and unjustified inspections will be suppressed. This will ensure transparency of the processes for both the prosecutor's office and state bodies, as well as for the entrepreneurs themselves. The business will have the opportunity to appeal not only the results of the inspection already carried out, but also to control the initial process of selecting it for inspection.

Now, within the framework of the ERSOP, the entire process of inspections has been automated, starting from initiation to taking measures.

Those entrepreneurs, whom the system will identify and include in the risk zone, will be subject to verification. Thus, the human "factor" is excluded.

At the same time, the system takes into account aggravating and mitigating criteria.

By 2019, it is planned to implement a system consisting of 5 modules (1 - "checks", 2 - the register of subjects, 3-schedules, 4-reports, 5-administration).

Since July 1, 2018, the "Checks" module has been launched in all government agencies. 12,897 checks were registered in electronic format.

The advantages of the system for entrepreneurs are as follows:

- transparency of registration of inspections;

- automatic generation of graphs;

- risk management system;

- the ability to get acquainted with the results of the check online.

In addition, in order to organize feedback, a mobile application "Qamqor" has been developed, aimed at protecting and helping entrepreneurs.

So, a Puch notification comes to the entrepreneur's mobile phone with the text "they will come to you with an inspection", it indicates the persons participating in the inspection, the terms, grounds, the subject of the inspection.

The entrepreneur is given the opportunity to send an online complaint to the prosecutor's office about violations.

Such innovations have undeniable advantages:

- exclusion of unreasonable checks;

- saving resources and time.
