Ensuring anti-terrorist protection of transport facilities is one of the priority activities of the Main transport Prosecutor's office.

We have analyzed the state of work of authorized bodies and transport organizations to prevent the abandonment of hand Luggage and Luggage at transport facilities (airports, train stations, trains, planes and main roads).

In 2016, 49 cases of identification of unattended items (bags, boxes, packages) were registered at transport facilities and enterprises, and about 3000 people were evacuated to check them. Trains and planes are delayed.

It is spent on examination from 1 to 3 hours.

For example, last summer we received a call about an unattended package found at the Almaty train station.

4 ambulances, 3 fire engines, about 50 law enforcement and special agencies arrived at the scene, about 450 people were evacuated from the station, and 2 trains with 700 passengers were delayed EN route.

As a result, simple passenger negligence causes train delays, passenger evacuation, emergency services calls, and, consequently, expenses from the state budget.

Another issue in the field of anti-terrorist protection of transport facilities is a false call about planted explosive devices.

The so-called "false terrorists" do not think about the severity of their actions, criminal penalties and damage caused to the state.

Public danger of this crime as a result of a false report about an upcoming act of terrorism, there is panic and fear among the population, a significant number of people cause alarm to search for and detect explosives. The established management schedule and normal activities of institutions, enterprises and organizations are violated.

If the sanction of the previously applied article of the Criminal code for knowingly false reporting of an act of terrorism provides for criminal liability in the form of a fine, restriction or imprisonment, at present there is a danger for this non-alternative imprisonment of up to six years.

This type of crime is a serious type of crime and today, using modern high-tech tools, it is not difficult to establish the location and identity of the caller.

For example, in 2015, a call from a young man came to 102 remote stations in Almaty and reported that the airport was mined.

The airport building is fenced off, passengers and employees have been evacuated.

After checking the airport, law enforcement agencies and other operational services did not find an explosive device. The caller was arrested in hot pursuit.

The verdict of the court found the defendant guilty of committing a criminal offense under article 273 of the criminal code of the Republic of Kazakhstan and he was sentenced to imprisonment for a period of 2 years. With the perpetrator chargeable material damage for total amount of KZT 387 570.

In 2016, 17 false reports were registered at transport facilities, and 3 people were sentenced to a specific term. Also, material damage caused by state bodies and enterprises was recovered from the convicts.

Taking into account the above, the Prosecutor's office offers a thorough inspection of their belongings, hand Luggage and Luggage, as well as protection of themselves and relatives from illegal actions.
