Born on January 22, 1971 in the village of Amangeldy, Turgay region. 

Graduated from the Kazakh State Academy of Management in 1993 and the Kainar University in 2002.

1993: specialist at the Turgai Branch of AK “Kazagroprombank”.

1994–1996: Senior Economist, Economist of the Amangeldy District Branch of AK “Kazagroprombank”.

1996: Chief Software Engineer of the Computer Science Department of the Torgai Regional Branch of “Kazagroprombank”.

1996–1997: Manager of the Amangeldy District Branch of “Kazagroprombank”.

1997–2003: tax inspector, Head of Sector, senior tax inspector, Head of Department, Head of Department of the Tax Committee in the city of Almaty.

2003–2004: service in the financial police authorities.

2004–2005: Head of the Department of the Tax Committee “Information Technology Park”, Almaty.

2005–2007: Chairman of the Tax Committee in the city of Semipalatinsk.

2007–2009: Chairman of the Tax Committee in the Mangystau Region Tax Committee of the Ministry of Finance of the Republic.

2009–2010: Head of the Specialized Department of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

2010–2012: Deputy Chairman of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

2012–2016: Vice-Minister of Finance of the Republic of Kazakhstan.

2016–2018: Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

2018–2019: Advisor to the Prime Minister of the Republic of Kazakhstan.

2019–2022: Member of the Accounts Committee for Control over Execution of the Republican Budget.

By Decree of the President of the Republic of Kazakhstan dated November 28, 2022, No. 11, he was appointed Member of the Supreme Audit Chamber of the Republic of Kazakhstan.

By Decree of the President of the Republic of Kazakhstan No. 1499 dated September 23, 2026, he was appointed a member of the Supreme Audit Chamber of the Republic of Kazakhstan.

Awarded the Order “Kurmet” (2014), the medal “For Contribution to the Establishment of the Eurasian Economic Union” (Second Class), the jubilee medal “10th Anniversary of the EAG (Eurasian Group on Combating Money Laundering and Financing of Terrorism)”, departmental awards and jubilee medals.

Supervised direction of state audit

• Implementation of international standards for public audit.
• Information and analytical support for the activities of the Supreme Audit Chamber in the supervised areas.
• Consideration (approval) of draft regulatory legal acts developed by central state bodies in the supervised areas.

• Ministry of Finance.

Interaction with advisory bodies

• Working Group on negotiations with the European Commission on a new Agreement on Enhanced Partnership and Cooperation between the Republic of Kazakhstan and the European Union.
• Competition Commission for the selection of an independent auditor for the annual external audit of the National Fund of the Republic of Kazakhstan.

• Eurasian Economic Commission and international economic integration (in terms of budget revenues).
