For stable carrying out of spring-field works in 2018 the Ministry of Energy of the Republic of Kazakhstan jointly with the Ministry of Agriculture of the Republic of Kazakhstan developed and approved the "Schedule of fixing the regions for the ORP for the supply of diesel fuel."
We remind you that the Ministry of Agriculture of the Republic of Kazakhstan annually together with the akimats of the regions determines the volumes of the demand of agricultural producers of the republic in petroleum products and makes proposals to the Ministry of Energy of the Republic of Kazakhstan about the volumes of diesel fuel supply for the agricultural producers (AP) for sowing and harvesting works.
According to the schedule, the demand for AP was approved in the amount of 375.0 thousand tons, including:
AORP (Atyrau) - 92.3 thousand tons;
PORP (Pavlodar) - 195,6 thousand tons;
PKOP (Shymkent) - 87.1 thousand tons.
The recommended price for diesel fuel for conducting spring field work in March 2018 was 156 thousand tenge / ton (130 tenge / liter) at the plant, at an average market price of 167,259 tenge / ton (140 tenge / liter). Thus, the price for SHPP was reduced by 11 259 tenge / ton.
In connection with the growth in world oil price quotations and the corresponding increase in the price of oil supplied to the domestic market by subsoil users, as well as the increase in prices for diesel fuel from the Russian Federation, the selling price for diesel fuel for SHTP amounted to 161 thousand KZT / ton (134 KZT / liter) at the factory. At the same time, the average market price in April of this year. in the domestic market is 179,574 tenge / ton (150 tenge / liter). Discount for AP is equal to 12 032 tenge / ton.
The above price was agreed with the Ministry of Agriculture and brought to all companies that supply diesel fuel for SHPP.
We especially note that there is no legislative measure to approve cheaper prices for diesel fuel for AP. The reduced cost of diesel fuel for agricultural purposes is determined by agreement with market players and is established voluntarily by the resource holders themselves.
At the same time, for the purposes of state support of the AP, by the Decree of the Government of the Republic of Kazakhstan from March 31, 2017 No. 144, the period of increased excise rates for diesel fuel was reduced from 7 to 5 months, thus the increased excise rate began to be introduced not from April, but from June , which had a positive effect on the purchase price of diesel fuel for AP.
Nowadays shipment of diesel fuel from refineries for AP is carried out on a priority basis and the monitoring of shipments is carried out on a daily basis.
On the basis of the foregoing we inform you that the Ministry takes comprehensive measures for the stable carrying out of the spring-field works of 2018.
