About the situation concerning provision of the domestic market with diesel fuel.

The Ministry of Energy of the RK informs that starting from July 2018, the autumn agricultural harvest campaign began. So, in accordance with the "Schedule of fixing the regions for the refinery for the supply of diesel fuel to the field works of 2018", jointly agreed with the Ministry of Agriculture of the Republic of Kazakhstan, the total amount of the needs of the agrarians is determined in the amount of 394.4 thousand tons of diesel fuel, 35% of the total production of fuel. In general, for the year 2018 the agrarians declared a total requirement of 769.4 thousand tons. All requests for volumes were agreed and approved.

The price of diesel fuel in August for agricultural producers was 181,000 tenge per tonne with an oil refinery or 150 tenge per 1 liter. At the same time, the current retail price of diesel fuel for other consumers is 183-187 tenge per 1 liter.

In accordance with the Decree of the Government of the Republic of Kazakhstan dated April 6, 2018 No. 173 "On approval of excise rates for gasoline (excluding aviation fuel) and diesel fuel and the recognition of certain decisions of the Government of the Republic of Kazakhstan as invalid," the excise duty on diesel fuel was increased from June 1 tg up to 9 300 tenge or in recalculation - 7.7 tenge / liter.

There is an increase in demand due to the seasonal increase in transit cargo shipments through Kazakhstan and related fuel flows due to disparity of prices in the domestic market and in the border regions of neighboring EU member countries.

To exclude possible shortages and disrupt diesel fuel supplies by the consumer, the Ministry of Energy conducts daily monitoring of the reserves of the main types of oil products in Kazakhstan.

The cumulative stock of diesel fuel as of August 6 of this year is 255.8 thousand tons, including 193.1 at oil depots of the republic. At the same time, stocks of Ai-92 gasoline amount to 347.9, including 299.7 at oil depots of the republic.

In order to eliminate the shortage of other consumers against the backdrop of significant supplies for agriculture, there is import of diesel fuel from the Russian Federation, the price of which is $ 238.5 at the RF-RK border (excluding delivery and storage), which is 58.5 tenge higher the price level for SHTP and at 28.4 tenge more than domestic market prices. - according to the rating of the International Agency Global Petroleum Prices (as of July 30 this year), Kazakhstan ranks 10th among the countries with the cheapest gasoline, and diesel fuel - 13th among 167 countries.

We especially note that in the Republic of Kazakhstan there is no state regulation of prices for diesel fuel. Prices are formed by the market mechanism. The Ministry of Energy does not have a legislative approval of the reduced prices for diesel fuel for AP. There is no state subsidizing of diesel fuel for agriculture.

It should be noted that shipment of diesel fuel from refineries for SHPP is carried out on a priority basis at the legislative level. At the same time, monitoring and monitoring of shipments is carried out on a daily basis.

On the basis of the foregoing, we note that the Ministry of Energy takes comprehensive measures to support the AP for a stable and timely field work in 2018.
