The Ministry constantly works to prevent corrupt offenses and misdemeanors, as well as to eradicate the conditions that create such a precedent. The necessary measures are carried out jointly with the Agency for Civil Service and Anti-Corruption Affairs of the Republic of Kazakhstan. So, for example, the identified ADGSPK in the report on the results of a random audit of 9 violations of the timing of government services and other violations of the law, all persons were brought to administrative and disciplinary responsibility.
Moreover, in order to improve the quality of public services, the Ministry of Energy Road Map was approved in 2018, taking into account the elimination of violations and the implementation of the ADGSPC audit recommendations and the result of public monitoring for 2017. Currently, the Ministry has established a Specialized Department whose task is to improve the quality and control of the delivery of public services.
At the same time, we note that on 20 September this year, at a meeting in the Ministry of Energy on anti-corruption issues, O. Bektenov, Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs, It was announced that in the first half of this year 16 disciplinary sanctions were filed ahead of schedule in the central apparatus of the department. However, according to practice, the removal of penalties is made after the expiration of a three-month period from the date of imposition.
The representative of The Agency of The Republic of Kazakhstan for sivil service affairs and anti-corruption also announced the names of the Ministry's employees who are evading payment of administrative fines. In this connection, we once again clarify that the above-mentioned employees Zhusupov A.E. and Shalkharbaev D.K. are not employees of the central apparatus of the Ministry. Zhusupov A.E. and Shalkharbaev D.K. are the main and leading specialists (respectively) of the Department of State Environmental Control of the territorial Department of Ecology in the Mangistau region of the Committee for Environmental Regulation and Control. Currently, they have paid administrative fines.
The representative of The Agency of The Republic of Kazakhstan for sivil service affairs and anti-corruption also announced the detention of a Ministry official in the Kostanay region. In that part, we officially declare that the said civil servant is an employee of the Natural Resources Management and Environmental Management Department of the Akimat of Kostanay oblast. This department is included in the structure of the local executive body (akimat) and is not a territorial body of the Ministry.
As was previously stated, in the investigation of criminal cases against vice ministers Sadibekov G.K. and Dzhaksalieva B.M. To fully and objectively assess the situation, the Ministry provides comprehensive assistance to the National Anti-Corruption Bureau and provides unhindered access to all requested materials. However, we believe it expedient to refrain from unreasonable conclusions and not to violate the presumption of innocence before the end of the investigation and the sentencing of the judiciary, without creating the necessary public opinion for the criminal investigation bodies.
