In order to fulfill the instructions of the Head of State regarding the formation of effective tariffs for electricity, given at a recent meeting of the Security Council, as well as in accordance with the Law "On Electricity", the Ministry of Energy is working to determine the reasonable level of marginal tariffs for electric energy for groups of energy producing organizations as part of the entry of the electric power market since January 2019.
In accordance with the developed schedule, hearings are held, where the cost of electricity production in 2018 wil be considered to determine the level of marginal tariffs for 2019.
Currently, the materials of “Kazakhmys Energy” LLP, “Topar Power Distribution Power Station” LLP, Shymkent CHP of “3-Energoortalyk” JSC, CHP-2 and CHP-PVS of “Arcelor Mittal Temirtau” JSC, “Sogrinsk CHP” JSC are being considered.
It should be noted that from January 1, 2019, along with the electric energy market, the electric capacity market will operate, aimed at ensuring the investment attractiveness of the electricity generation sector.
With the introduction of the capacity market, the existing electricity tariff will be divided into two components: the electricity tariff and the capacity tariff.
The marginal tariff, in turn, is the approved maximum value of the selling tariff (price) for electricity for a group of energy producing organizations.
