Standard of public service "provision of land plots for the construction of objects within localities"
Name of the service provider: local executive bodies of Regions, Cities of Astana, Almaty and Shymkent, districts and cities of regional significance, akims of cities of district significance, settlements, villages, rural districts

Term of rendering a public service: first stage: preparation of an act on the selection of a land plot with positive conclusions of coordinating bodies and organizations – within 28 (Twenty-eight) working days.
Second stage: making a decision on granting land use rights to a land plot with a cadastral plan attached-within 18 (eighteen) business days, subject to the approval of the act of final selection by the service recipient and payment for services for land and cadastral works.
Form of rendering public services: electronic.
Result of rendering a public service: the decision of the service provider to grant land use rights to a land plot with a cadastral plan attached, or a reasoned response to a refusal to provide a public service.
The amount of payment charged to the service recipient in the provision of public services and methods of its receipt in cases stipulated by the legislation of the Republic of Kazakhstan: the cost of Public Services is determined by the cost of goods (works) produced and (or) sold by the state corporation "government for citizens, in accordance with paragraph 28, approved by the order of the Acting Minister for investment and development of the Republic of Kazakhstan dated January 26, 2016 No. 87(registered in the Register of state registration of regulatory legal acts No. 13353)" on approval of prices for services).
Payment of the cost of public services is carried out in cash and non-cash forms through second-tier banks and organizations engaged in certain types of banking operations, as well as in non-cash forms through the payment gateway of "e-government" (hereinafter referred to as PPP).
Preparation of a land Cadastral plan for a land plot for orphans and children left without parental care in the period until they reach the age of eighteen is carried out on a gratuitous basis.
List of documents required for the provision of public services: first stage:
1) an application in the form of an electronic document for the provision of a land plot for the construction of an object within a locality, certified by an electronic digital signature of the service recipient;
2) an electronic copy of the land plot location scheme.
The second stage: the final act of coordinated selection.
Grounds for refusal to provide a public service established by the legislation of the Republic of Kazakhstan: 1) establishment of inaccuracy of the documents submitted by the service recipient for obtaining a public service and (or) the data (information) contained in them;
2) non-compliance of the service recipient and (or) the submitted materials, data and information necessary for the provision of public services with the requirements established by Part Six and paragraph 6-1 of Paragraph 3 of Article 43 of the Land Code of the Republic of Kazakhstan dated June 20, 2003 (hereinafter referred to as the code), part two of paragraph 6 of Article 49-2, paragraphs 2 and 2-1 of Article 50;
3) negative response of the approving bodies to the request for approval required for the provision of public services in accordance with paragraph 4 of Article 44-1 of the code.
