The provision on public institution
"Akim's apparatus of Avarskogo rural district"
Chapter 1 General provisions
1 State institution "akim's Apparatus of Avarskogo rural district" is
a public institution that ensures the operation of akim (city) rural
County and shall perform other functions stipulated by the legislation
Of The Republic Of Kazakhstan.
2 state institution "apparatus of akim of Avatsky rural district»
carries out its activities in accordance with the Constitution and laws of the Republic
Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other
regulatory legal acts, as well as this Regulation on the akim's office.
3 State institution "akim's Apparatus of Avarskogo rural district" is
a legal entity in organizational – legal form of public institutions
accordance with the legislation of the Republic of Kazakhstan has seals and stamps with
its name in state language, forms of the established sample, Bank
Treasury authorities.
4 The state institution "Office of the akim of the Avatsky rural district" enters
into civil relations on its own behalf.
5 The state institution "Office of the akim of the avatsky rural district" has the
Right to act as a party to civil relations on behalf of the state in
accordance with the legislation.
6 the Provision on public institution "akim's Apparatus of Avarskogo rural
district", its structure is approved by the akimat of the district.

8 State institution "akim's rural district Avarskogo"
is formed, abolished and reorganized akimat of the district.
9 State institution "akim's Apparatus of Avarskogo rural district" is
a public institution financed from the local budget.
10 State institution "apparatus of akim of Avatsky rural district»
it is forbidden to enter into contractual relations with business entities for
the performance of duties that are functions of the akim's office.
Chapter 2 main tasks, functions, rights and obligations of the
state body
11 tasks:
Information and analytical, organizational and legal, material and technical
support of the activities of the akim of the Avat Rural district of the Enbekshikazakh district, as
well as solving local Issues.
12 Functions:
1) State institution "akim's Apparatus of Avarskogo rural district" in
the scope of his authority:
ensures the organization of a local community meeting, a separate meeting of
the local community of residents of a village, a street, an apartment building,
or a local community meeting;
notifies about the time and place of convocation of a separate meeting of the local community, a meeting and a
meeting of the local community and the issues discussed no later than ten
calendar days before the day of their holding through the mass media or by other
means;
ensures the implementation of decisions taken at a local community meeting or
meeting of the local community and approved by the mayor of the rural district;
provides planning and execution of the rural district budget;
submits a report on the implementation of the budget of the rural district to the Assembly of the local community and to the maslikhat
of the district;
decides on the implementation of the rural district budget;
develops and submits for approval to the local community meeting
a program for the development of the local community;
acts as a customer for the construction, reconstruction and repair of objects
related to the communal property of the rural district;

property of local self-government;
exercises the rights of the subject of communal property rights in relation to
municipal legal entities of local self government;
establishes to the municipal state enterprise which property
is in municipal property of the city of regional value, the village, settlement,
rural district (municipal property of local government), term of the
maintenance and ensuring safety of the withdrawn property before its transfer to other person
with the subsequent write-off from balance;
represents the interests of the state on municipal property issues.

monitors the performance of the Trustee's obligations under the
contract of trust management of municipal property of local government;
monitors and analyzes the implementation of development plans for municipal
state-owned enterprises whose property is in the communal
ownership of the rural district (municipal property of local self-government);
organizes accounting of municipal property of local self-government, ensures
its effective use;
2) The state institution "Office of the akim of the Avatsky rural district" in
coordination with the local community Assembly:
develops draft legal acts in the field of municipal
property management of local self-government within its competence;
manages municipal property of local self-government, unless otherwise
provided by the laws of the Republic of Kazakhstan, and takes measures to protect it;
makes decisions and carries out the privatization of municipal property
local self-government, including ensuring its safety in the process of
preparing the object for privatization, involves an intermediary to organize
the privatization process, provides an assessment of the object of privatization, prepares and
concludes contracts for the sale of the object of privatization and monitors compliance with the
terms of purchase and sale agreements;
defines the object and purpose of the activity of a municipal state
enterprise, the property of which is in the communal property of a city of
district significance, village, settlement, rural district (communal property
local government), as well as the type of public utility state enterprise (on the
right of economic management or state-owned enterprise) that performs such
activities;
performs the withdrawal or redistribution of property transferred to
a municipal legal entity of local self-government or acquired by it as a
result of its own economic activity;
performs the removal of unnecessary, unused or used for
the purpose of the property of communal legal entities of local self-government;
provides municipal property of local self-government in property
lease (lease), trust management to individuals and non-state
legal entities without the right of subsequent redemption or with the right of subsequent
redemption;
decides on the creation, reorganization, change of name and
liquidation of municipal legal entities of local self-government in agreement
with the district akim;
gives consent to the municipal state enterprise to alienate or
dispose of the property assigned to it in any other way (with the exception of
sales of its products), establishment of branches and representative offices, as well as
the transfer and write-off of accounts receivable;
approves the Charter (regulations) of state legal entities of local
self-government, making changes and additions to it;
defines priority areas of activity and mandatory amounts of works
(services) financed from the budget of municipal state enterprises whose
property is in the communal ownership of the rural district
(municipal property of local government);
considers and approves in cases stipulated By the law of the Republic of
Kazakhstan "On state property", and approves plans for the development of
state-owned enterprises whose property is in the communal
ownership of a rural district (municipal property of local
government), and reports on their implementation;
makes decisions on the use of municipal property of local
self-government, including the transfer of its pledge, lease, gratuitous use and
trust management;
assigns municipal property of local self-government to municipal
local government legal entities;
makes a decision on alienation of municipal property of local self-
government;
performs other powers granted by the legislation of the Republic of Kazakhstan
Kazakhstan.
13 the state institution "Office of the akim of the avatsky rural district" has the
Right, within its competence: to
request and receive the necessary information, documents and other materials from
officials of state bodies and other organizations;
acquire and exercise property and non-property rights;
use information databases of public
administration bodies, archives, and scientific institutions;
enter into contracts and agreements;
have other rights provided for in accordance with the legislation of the Republic of
Kazakhstan.
14 Duties of the state institution "Office of the akim of the Avatsky rural
district", within its competence:
to provide high-quality public services to the population in accordance with the
current legislation;
perform acts and instructions of the President and The Government efficiently and in a timely manner
The Republic of Kazakhstan and other Central Executive bodies, akim and akimat of the
region, district, rural district akim;
perform other duties stipulated by the current legislation.
Chapter 3 Organization of activities of the state body
15 The state institution "apparatus of the akim of the Avatsky rural district" is
headed by the akim.
