С 01 ноября 2021 года в Департаменте комитета труда, социальной защиты и миграции по Западно-Казахстанской области на основании совместного приказа «О внесении изменений и дополнений в совместный приказ Министра здравоохранения РК от 30 июня 2021г № 384, Министра образования и науки РК от 25 июня 2021г № 304, Министра труда и социальной защиты населения РК от 14 июня 2021г № 204 и Министра цифрового развития, инноваций и аэрокосмической промышленности РК от 29 июня 2021г № 227/НҚ «О реализации пилотного проекта проактивного заочного оказания государственной услуги «Установление инвалидности и/или степени утраты трудоспособности и/или определение необходимых мер социальной защиты» (далее – Приказ) перосвидетельствование лиц имеющих инвалидность и лиц впервые направленных на МСЭ по 12 назологиям проводится проактивно заочно.
Согласно пилотного проекта на оказания государственной услуги «Установление инвалидности и/или степени утраты трудоспособности и/или определение необходимых мер социальной защиты» проактивного заочно направляются по следующим назологиям:
врожденные и приобретенные анатомические дефекты (отсутствие или ампутация конечности, при наличии рентгенологического подтверждения, при хирургической ампутации – выписки из истории стационарного пациента):
- отсутствие всех пальцев обеих кистей или более высокие уровни ампутации обеих верхних конечностей;
- культи обеих нижних конечностей на уровне верхней трети бедер;
- сочетание экзартикуляции верхней (в плечевом суставе) и нижней (в тазобедренном суставе) конечностей;
- отсутствие всех фаланг четырех пальцев, исключая первые, обеих кистей; - отсутствие всех фаланг трех пальцев, включая первые, обеих кистей;
- отсутствие первого и второго пальцев с соответствующими пястными костями обеих кистей;
- отсутствие трех пальцев с соответствующими пястными костями обеих кистей;
- экзартикуляция верхней конечности в плечевом суставе;
- культи стоп по Шопару;
- культи голеней, в том числе ампутация стоп по Пирогову;
- экзартикуляция бедра;
- высокий уровень ампутации бедра (верхняя треть), не подлежащий протезированию;
- протезированные ампутационные культи обеих нижних конечностей на уровне голени или бедра;
- культя голени или более высокий уровень ампутации одной нижней конечности в сочетании с отсутствием всех фаланг четырех пальцев или более высокой ампутацией одной верхней конечности;
- отсутствие всех фаланг четырех пальцев кисти, исключая первый;
- отсутствие всех фаланг трех пальцев кисти, включая первый;
- отсутствие первого и второго пальцев кисти с соответствующими пястными костями;
- отсутствие трех пальцев кисти с соответствующими пястными костями;
- отсутствие первых пальцев обеих кистей; - ампутационная культя одной верхней конечности;
- культя стопы после ампутации по Пирогову, порочная культя на уровне сустава Шопара и более высокие уровни ампутации одной нижней конечности;
В связи с тем, что Западно-Казахстанская область участвует в пилотном проекте с 01 ноября 2021г освидетельствование и переосвидетельствование пациентов по вышеуказанным назологиям проводится проактивно заочно по направлению (направление на медико-социальную экспертизу форма 031/у) медицинских организации.
