Pension information
Pension is the aggregate of the state basic pension payment and old-age pension payments and (or) from a unified accumulative pension fund, a voluntary accumulative pension fund.
Currently, Kazakhstan has a multi-tier pension system consisting of a basic, mandatory and voluntary levels.
The first level (basic) is the state basic pension payment, which is assigned to all citizens who have reached retirement age (men - 63 years old, women in 2020 - 59.6 years old (with a gradual increase over 10 years for 6 months annually up to 63 years).
The state basic pension payment has been introduced since 2005, which has become the main tool in the prevention of poverty and has increased the income of older people.
It is noteworthy that if earlier it was provided to everyone in the same amount, then since July 2018, on behalf of the Elbasy, its size began to be determined for each recipient individually, depending on the length of service in the pension system.
The size of the basic pension is annually increased by the level of inflation, since its size is tied to the size of the subsistence minimum.
The second level (mandatory) is represented by two payments:
- solidarity pensions paid from the state budget;
- pension payments from the unified pension savings fund at the expense of employees' pension savings.
Persons who, as of January 1, 1998, have at least 6 months of work experience, are entitled to solidarity pensions.
Their size depends on the number of years of work experience worked out on January 1, 1998 and the level of pre-retirement income (the longer the length of service and the higher the income, the higher the size of the solidary pension).
In the implementation of the Concept for further modernization of the pension system of the Republic of Kazakhstan, their sizes are increasing ahead of the inflation rate by 2%.
The funded pension is mainly formed at the expense of 10% OPV withheld from the employee's income within 50 times the minimum wage and at the expense of 5% of mandatory professional pension contributions paid by employers for workers employed in harmful working conditions.
The third level (voluntary) - voluntary pension contributions that stimulate the personal responsibility of citizens for pension provision.
Social Security Information
Social security of certain categories of citizens
The social security system in the republic is three-tier and consists of the following payments:
first level (basic) - state social benefits for disability and survivors from the state budget;
Since 1998, disability and survivor pensions have been transferred to the category of state social benefits for disability and survivorship.
The amount of state social benefits for disability depends on the size of the subsistence minimum, the group and cause of disability, in case of loss of the breadwinner - on the number of dependents, the cause and death of the breadwinner, and on the size of the subsistence minimum.
The size of state social benefits annually increases due to changes in the size of the subsistence minimum.
the second level (mandatory) is social payments from the State Social Insurance Fund (hereinafter - the SSIF).
The social insurance system introduced since 2005 is an additional form of social protection in the event of social risks. It covers workers in the formal sector, for whom employers pay social security contributions to the SSIF.
Social payments were carried out at the beginning for three social risks: in case of disability, in case of loss of breadwinner and in case of loss of job (2005). Since 2008, the compulsory social insurance system has been supplemented with two types of social risks: in case of loss of income due to pregnancy and childbirth, as well as in connection with caring for a child upon reaching the age of one year.
the third level (additional) - provides for insurance payments from an insurance company, subject to the conclusion of an agreement with an insurance company.
