In a number of regions of Kazakhstan, people with disabilities have begun to issue electric wheelchairs. In total, by the end of 2020, it is planned to supply 1,381 strollers for adults and children with special needs in the region and the city of republican significance.

The international day of disabled people is celebrated on December 3. This event is aimed at drawing attention to the integration of persons with disabilities into society. Support for people with special needs is one of the main priorities of the state policy and an important focus of the Ministry of labour and social protection of Kazakhstan (hereinafter – the Ministry). The Ministry continues to improve approaches to providing social support to people with disabilities in order to ensure its targeting and quality improvement.
Today, 705.5 thousand people with disabilities live in Kazakhstan. In General, this year 448 billion tenge was allocated for social payments, provision of technical means of rehabilitation (hereinafter – TSR) and special social services (hereinafter – SSU), which is 12% more than last year.

According to the draft Law "On the Republican Budget for 2021-2023" from January 1, 2021, the following are established:
Monthly calculation index (MCI) - in the amount of 2,917 tenge;
The minimum pension is 43,272 tenge;
The minimum size of the basic pension payment is 18,524 tenge;
Subsistence minimum (PM) - 34 302 tenge;
The minimum wage is 42,500 tenge.
- The size of pension payments for age and seniority from January 1, 2021 will increase by 7% of the amount received.
The maximum income taken into account for calculating the size of newly assigned pensions in 2021 cannot exceed 46 times the MCI (134,182 tenge).
The size of state social benefits, including for persons living in medical and social institutions and in correctional institutions, are established in the amounts provided for by Articles 12, 16 and 18 of the Law of the Republic of Kazakhstan dated June 16, 1997 No. 126 "On state social benefits on disability and in case of loss of a breadwinner in the Republic of Kazakhstan ”and increase due to the increase in the size of the subsistence allowance.

having four or more minor children living together, including children enrolled in full-time education in organizations of secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, after they reach the age of majority until the time of graduation from educational organizations (but no more than before reaching the age of twenty-three), as well as the assigned but not paid lump sum monetary compensation to citizens who suffered as a result of nuclear tests at the Semipalatinsk nuclear test site and victims of massive political repression, are increasing due to the increase in the size of the MCI.
- The size of the state allowance for parents, guardians raising children with disabilities, the state allowance for families (persons) caring for a disabled person of the 1st group from childhood will increase from January 1, 2021 due to an increase in the PM. - The size of the state basic pension payment will increase from January 1, 2021 due to the increase in the subsistence minimum (i.e. 34,302 tenge).
Pulmonary tuberculosis is the main cause of disability among all tuberculosis diseases. Among the extrapulmonary forms that lead to disability, tuberculosis of the bones, joints and genitourinary system prevails. Medical and social expertise in pulmonary tuberculosis is of great importance from an epidemiological point of view, since reasonable recommendations are necessary to restore the patient's ability to work in order to prevent the spread of infection. The problem of rehabilitation of tuberculosis patients is of increasing practical importance. It is being developed in several areas: medical, professional, and social. This is also important now because tuberculosis develops more often during the heyday of human creativity and labor opportunities. The components of rehabilitation are the timely start of rehabilitation treatment, the complexity of rehabilitation measures. Its plan is developed based on the specific conditions and the patient's ability to contact the attending physician. Only a doctor, knowing the specific conditions of life and residence of the patient, tracking the dynamics of the tuberculosis process in full, can be useful to the patient. Each patient with tuberculosis can strictly follow the recommendations of the attending physician, observe all stages of rehabilitation treatment: inpatient, outpatient. Early detection of tuberculosis should be given great importance. This is the only way to reduce the registration of neglected, unfavorably current forms of the tuberculosis process that leads patients to disability.

The Department of the Committee of labor, social protection and migration in the city Nur-Sultan is the authorized body exercising the state control of observance of requirements of legislation in the field of social protection of persons with disabilities in terms of ensuring unhindered access to social infrastructure and compliance with the law on special social services in the provision of services by the organizations of social protection.
So, over the past period of 2020, the Department conducted 44 inspections, 20 of them preventive control with visits to 21 socially significant objects of the city (health, education, culture) and 24 unscheduled inspections.
As for preventive control, this is a planned control that is carried out on the basis of semi-annual lists approved by the Ministry of labor and social protection of the population. Preventive control is preventive in nature, where if violations are detected, according to the results of control, instructions are made to eliminate them with a deadline for execution, without bringing to administrative responsibility. At the same time, if violations are not eliminated by the specified time frame, a Protocol is drawn up and the case materials are sent to the administrative court for prosecution, with the imposition of penalties up to suspension of activity.
Unscheduled inspections are carried out on the basis of requests. Based on the results of such inspections, if violations are detected, administrative responsibility is provided and an order is also issued to eliminate violations.
In the current year, persons in the amount of two million tenge were brought to administrative responsibility for not providing disabled people with access to social infrastructure facilities.
In addition, the Department has carried out awareness-raising activities this year. Press releases, briefings with coverage in the national media were held, articles, interviews, stories about unscheduled inspections were published in Newspapers, and an interview was given in the program" Astana Live "on the Khabar24 TV channel.
Please note that by Decree of the President of the Republic of Kazakhstan dated December 26, 2019, No. 229, state bodies were ordered to stop inspections of small businesses, including microenterprises, from January 1, 2020 to January 1, 2023.
1,965 medical workers involved in the fight against COVID-19 received one-time social payments from the State Social Insurance Fund (hereinafter - the SFSF) in case of infection with coronavirus infection or viral pneumonia. The SSIF also transferred payments to the relatives of 26 health workers who died as a result of the disease.
As previously reported, health workers who are entitled to the above payment are determined by special commissions at health departments of regions and cities of republican significance, based on the results of examination of sick medical workers. The general set of applications is formed by the Ministry of Health of the Republic of Kazakhstan, after which the applications are forwarded to the State Corporation “Government for Citizens” NJSC for the formation of electronic layouts of cases, from where they are further sent to the SFSF for assigning payments.
As of 9:00 a.m. on September 23, the SSIF assigned and disbursed funds for 1,965 applications in case of infection with COVID-19 or viral pneumonia and for 26 applications in case of a fatal disease.
In the context of regions, the largest number of payments in case of infection with COVID-19 or viral pneumonia was made to health workers from Nur-Sultan (502), Almaty (373) and Shymkent (117), as well as Karaganda (138), West Kazakhstan (115) and Akmola (107) regions.
Let us recall that in accordance with the changes made on July 22 of this year. in the joint order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan and the Minister of Health of the Republic of Kazakhstan dated April 9 this year. "On the approval of the Rules for the implementation of a one-time social payment to health care workers involved in anti-epidemic measures to combat coronavirus infection COVID-19, in case of infection or death from this infection", the above payment is due:
- medical workers in case of infection with coronavirus infection or viral pneumonia - 2 million tenge;
- families of these persons in case of their death from infection with coronavirus infection COVID-19, viral pneumonia - 10 million tenge.
