Today, about 28 thousand people with disabilities live in the region. For 2021-2023, it is planned to adapt 429 social infrastructure facilities for people with disabilities in the region.
Specialists of the Department of the Committee of Labor and Social Protection for the East Kazakhstan region carry out post-control of objects that have undergone adaptation according to the plan.
During post-control, the availability of adapted social infrastructure facilities is determined, mainly for persons with impaired support stability, moving in wheelchairs, with hearing impairment and visual impairment.
To date, among the adapted objects, post-control has been carried out in 217 objects, the following inconsistencies have been identified for people with disabilities: with musculoskeletal disorders - 30, moving in a wheelchair - 44, with visual impairment - 27.
In addition, on these issues, at the meetings of the expert working group on the rights of persons with disabilities of the East Kazakhstan region, the reports of the heads and deputies of the responsible bodies on the measures taken to ensure access to the social and transport infrastructure of the region were heard and discussed and relevant proposals were adopted.
On March 28, 2023, in an online format on the ZOOM platform, the Department of the Committee of Labor and Social Protection for the East Kazakhstan region, in order to improve the quality of receiving documents and the formation of electronic layouts of cases for the appointment of state benefits to large families, conducted training with specialists from district (city) departments and the regional branch NJSC State Corporation "Government for Citizens".
During the training, the main comments on electronic layouts of cases based on the results of work for 2022 and the past period of 2023 were announced, and the changes and additions made to the social legislation of the Republic of Kazakhstan were also brought to the attention of those present.

Assignment of pension payments is made in accordance with the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan" (hereinafter referred to as the Law).
In accordance with the current version of the Law, from January 1, 2023, the age giving the right to receive an old-age pension for women is 61 years.
At the same time, women who gave birth (adopted, adopted) 5 or more children and raised them up to the age of eight have the right to retire by age from an earlier age, upon reaching 53 years.
To confirm the right to assign pension payments from an earlier age, women who have given birth (adopted, adopted) 5 or more children and raised them up to the age of eight, additionally submit birth certificates of children (or a birth certificate, or a certificate of registration of a civil status act issued by civil registry offices) and documents confirming the fact of raising children under eight years of age.
Documents confirming the fact of raising children under eight years of age (depending on their availability) include:
1) identity documents of children;
2) marriage certificate (certificate of registration of acts of civil status) or a certificate of divorce or an extract from the marriage record (if the surname is changed) of children;
3) a document confirming the education of children in an educational institution;
4) a document confirming the place of registration at the permanent place of residence of children;
5) death certificate of children (an extract from the death record, or a certificate of registration of a civil status act issued by the civil registry office);
6) military ID;
7) a court decision on establishing the fact of upbringing, adoption (adoption) of a child (children).
The length of service for calculating pension payments is confirmed by a work book. In accordance with the Rules for maintaining work books - upon dismissal, all information about work, about incentives and awards made during work at the enterprise, is certified by the signature of its head and the seal of the enterprise.
In the absence or unsuitability of the work book, the absence of relevant entries in the work book, the presence of corrections, inaccuracies, inconsistencies, the length of service is established on the basis of documents confirming the information about work - certificates from archival institutions, electronic copies of archival documents certified by an electronic digital signature of an authorized employee of the state archive or departmental archive, or a court decision.
It should also be noted that the length of service for calculating the amount of the old-age pension is taken into account as of January 1, 1998 in accordance with the Law of the Republic of Kazakhstan “On Pension Provision in the Republic of Kazakhstan”.
Income when assigning pension payments by age is confirmed by information from a centralized database on the transfer of mandatory pension contributions, social contributions to the state social insurance fund, deductions and / or contributions to the compulsory health insurance fund and individual income tax.
Income for calculating pension payments by age cannot exceed the amount of 55 times the monthly calculation index established for the corresponding financial year by the law on the republican budget, in 2023 the MCI amounted to 3450 tenge, age is 189,750 tenge.
The Silver Age project aims to involve unemployed people over 50 years of age in active measures to promote employment, among which people of pre-retirement age (two years before retirement) have priority.
From January 1, 2023, the period of participation in the Silver Age project has been increased from one year to three years.
According to the current rules, within the framework of the project, the employer creates jobs for the employment of persons of pre-retirement age with wage subsidies, i.e. compensation of part of the employer's costs for the remuneration of workers employed in social jobs in the areas of the employment center.
For the employment of unemployed persons over 50 years of age with subsidized wages, it is also envisaged to organize jobs:
individual assistant for persons with disabilities;
social work consultant, social care worker.
For able-bodied members of large and (or) low-income families, mothers raising children with disabilities, the organization of social jobs at home is also provided.
For employment under the Silver Age project, an application is submitted to the employment center and the following documents are provided:
