Employment Roadmap 2020

Goal	Increasing the level of employment of the population, promoting welfare, reducing unemployment
Tasks	Involvement in active measures to promote the employment of self-employed, unemployed and persons belonging to target groups of the population; development of human resources, including for the implementation of the State Program of Industrial and Innovative Development of the Republic of Kazakhstan for 2015-2019; improvement of the system of targeted social assistance.
Terms and stages of implementation	1st stage – 2015 2nd stage – 2016-2020
Target indicators	by 2020: the unemployment rate will not exceed 5.0 %; the female unemployment rate will not exceed 5.5 %; the youth unemployment rate (15-28 years) will not exceed 4.6%.
Sources and amounts of funding	37.3 billion tenge is provided for the implementation of the Employment Roadmap 2020 in the republican budget for 2015. In the following years, the amount of funding for the Program will be specified when forming the republican budget for the corresponding planning period in accordance with the legislation of the Republic of Kazakhstan.

Program for the development of productive employment and mass Entrepreneurship for 2017-2021

Indication of the State body responsible for the development and implementation of the government program	Ministry of Education and Science of the Republic of Kazakhstan – in the first direction of the Program Ministry of National Economy of the Republic of Kazakhstan, Ministry of Agriculture of the Republic of Kazakhstan – in the second direction of the Program Ministry of Health and Social Development of the Republic of Kazakhstan – in the third direction of the Program, general coordination of the Program
Goal	Promotion of productive employment of the population and involvement of citizens in entrepreneurship
Tasks	1. Training of personnel with technical and vocational education, taking into account the needs of the labor market 2. Short-term professional training of workers in professions and skills in demand on the labor market. 3. Teaching the basics of entrepreneurship. 4. Expansion of microcredit in rural and urban areas. 5. Assistance in providing employment for the unemployed and self-employed. 6. Increasing the mobility of labor resources. 7. Creation of a single digital platform for employment.
Terms of implementation	2017 - 2021
Target indicators	By fulfilling the tasks set out in the Program, the following target indicators will be achieved by 2021: 1. The unemployment rate will not exceed 4.8% (Q3 2016 – 4.9%) 2. The share of labor resources with basic, secondary, general and primary education in the workforce – no more than 20% (Q3 2016 – 27%) 3. The share of unproductively employed in the self–employed population will not exceed 10% (Q3 2016 - 16%) 4. The growth of active SMEs will be 10%. (Q3 2016 – 1,241 thousand subjects)
Sources and amounts of funding	1. funds from the republican budget: 2017 – 40 295 647 thousand tenge; 2018 – 40 664 637 thousand tenge; 2019 – 41 540 291 thousand tenge; 2.funds from transfers of a general nature: 2017 – 45 038 436 thousand tenge; 2018 – 45 311 093 thousand tenge; 2019 – 45 453 119 thousand tenge;
