A pension is a combination of the state basic pension payment and age pension payments and (or) from a single accumulative pension Fund or a voluntary accumulative pension Fund.
Currently, Kazakhstan has a multi-level pension system consisting of basic, mandatory and voluntary levels.
The first level (basic) – the state basic pension payment, which is assigned to all citizens who have reached the retirement age (men-63 years, women in 2020godu-59.6 years (with a gradual increase over 10 years for 6 months annually to 63 years).
The state basic pension payment was introduced in 2005, which became the main tool in preventing poverty and allowed increasing the income of older people.
It is noteworthy that if previously it was provided to all in the same amount, then from July 2018, on behalf of the Elbasy, the amount of it was determined individually for each recipient, depending on the length of participation in the pension system.
The amount of the basic pension is increased annually by the level of inflation, since its size is tied to the amount of the subsistence minimum.
The second level (mandatory) is represented by two payouts:
solidarity pensions paid at the expense of the state budget;
- pension payments from the unified accumulative pension Fund at the expense of employees ' pension savings.
Persons who have at least 6 months of work experience as of January 1, 1998 have the right to solidary pensions.
Their amount depends on the number of years of work experience worked out on January 1, 1998 and the level of pre-retirement income (the longer the length of service and higher the income, the higher the amount of solidarity pension).
In the implementation of the Concept of further modernization of the pension system of the Republic of Kazakhstan, their size increases ahead of the inflation rate by 2%.
The accumulative pension is mainly formed from 10% OPV, withheld from the employee's income within 50 times the minimum wage, and from 5% of mandatory occupational pension contributions paid by employers for employees engaged in harmful working conditions.
The third level (voluntary) – voluntary pension contributions that encourage personal responsibility of citizens for pension provision.
Social security for certain categories of citizens
The social security system in the Republic is three-level and consists of the following payments:
the first level (basic) – state social benefits for disability and loss of breadwinner from the state budget;
Since 1998, disability and survivor's pensions have been transferred to the category of state social benefits for disability and survivor's loss.
The amount of state social disability benefits are dependent on the subsistence minimum, group and cause of disability, loss of breadwinner - the number of dependents, reason and the death of the survivor and the subsistence minimum.
The amount of state social benefits increases every year due to changes in the minimum subsistence level.
the second level (mandatory) is social payments from the State social insurance Fund (hereinafter referred to as the state social insurance Fund).
Social payments were made at the beginning for three social risks: in case of disability, in case of loss of breadwinner and in case of loss of work (2005). Since 2008, the system of compulsory social insurance has been supplemented with two types of social risks: in case of loss of income due to pregnancy and childbirth, as well as in connection with the care of a child after reaching the age of one year.
the third level (additional) – provides for insurance payments from the insurance company, subject to the conclusion of a contract with the insurance company.
