The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MTSZN) simplified the procedure for obtaining in a proactive format services for the appointment of state benefits to mothers with many children awarded with pendants "Altyn Alka" and "Kumis alka".
"Raising at least one child as a worthy citizen of their country is a difficult task facing every parent. In order to celebrate and appreciate the work of mothers with many children, the state awards them with "Altyn alka" and "Kumis alka" pendants, the owners of which receive an appropriate state allowance. In order to save time for mothers with many children, since 2019, the MTSZN has been providing the opportunity to receive public services for the purpose of this benefit in a proactive format. This has saved women from having to stand in queues, they can get public services at any convenient time and in any place. By answering only one SMS message, the service recipient agrees to the proactive registration of the benefit and confirms the bank account. Other information necessary for the provision of public services comes from the information systems of state bodies," Vice Minister of Labor and Social Protection of the Population of Kazakhstan Yerbol Ospanov said.
The simplified procedure made it possible to significantly increase the coverage of the appointment of a state pension in a proactive format. Thanks to these changes, the number of mothers with many children who received the service proactively in the Republic in 2021 has more than doubled – up to 9 thousand people.
From January 1, 2022, an one-time allowance on the occasion of the birth of a child will be assigned in the following amounts: for 1-2-3 children – up to 116,394 tenge, for 4 or more children – 192,969 tenge.
Monthly allowances for child care up to 1 year are paid from the Republican budget in the following amounts:
for 1 child - 17643 tenge
for 2 children - 20859 tenge
for 3 children - 24044 tenge.
for the 4th child - 27261 tenge
Benefits for large families with 4 or more children, depending on the size of the MCI, increased:
49,100 tenge for 4 children.
for 5 children - 61382 tenge.
for 6 children - 73665 tenge
for 7 children - 85948 tenge.
for 8 children - 98,200 tenge
For mothers with many children awarded with "Altyn alka" pendants (seven or more children), as well as "Kumis alka" (six or more children), the monthly allowance will increase to 19,603 tenge.
According to the Law of the Republic of Kazakhstan dated June 16, 1997 "On State social benefits for disability and loss of breadwinner in the Republic of Kazakhstan", disability benefits were assigned in the following types:
Disabled children under 16 years of age - 1.40 of the subsistence minimum - 48023 tenge;
Disabled since childhood : 1 group - 1.92 subsistence minimum - 65,860 tenge;
Disabled since childhood: Group 2 - 1.59 subsistence minimum - 54541 tenge;
Disabled since childhood: Group 3 - 1.20 subsistence minimum - 41163 tenge;
Since October 23, 2021, this Law has been amended when determining the amount of disability benefits for disabled children and disabled people from childhood.
Monthly disability benefits are assigned in the following amounts:
disabled children under seven years of age - 1.40 of the subsistence minimum - 48023 tenge;
disabled children from seven to eighteen years of age of the first group - 1.92 subsistence minimum - 65,860 tenge;
disabled children from seven to eighteen years of age of the second group - 1.59 of the subsistence minimum - 54541 tenge;
disabled children from seven to eighteen years of age of the third group - 1.40 of the subsistence minimum - 48023 tenge;
disabled persons from childhood of the first group - 1.92 subsistence minimum - 65,860;
disabled persons from childhood of the second group - 1.59 subsistence minimum - 54541 tenge;
disabled persons from childhood of the third group - 1.20 subsistence minimum - 41163 tenge;
disabled persons of the first group - 1.92 subsistence minimum - 65,860 tenge;
disabled persons of the second group - 1.53 subsistence minimum - 52483 tenge;
disabled persons of the third group - 1.04 subsistence minimum - 35675 tenge".
Also, according to the Law of the Republic of Kazakhstan dated April 5, 1999 "On special State allowance in the Republic of Kazakhstan", a new allowance for care and support for persons caring for the disabled of the first group, regardless of the cause of disability, was introduced in the amount of 1.4 of the subsistence minimum - 48023 tenge. Previously, this allowance was assigned to care only for the disabled of the first group from childhood.

The amount of state social benefits for disability and survivor depend on the group and the cause of the disability, the number of dependents of the deceased (deceased) of the breadwinner, and the subsistence minimum established by law "On Republican budget" for the relevant financial year.
From January to April 2021, 102.8 billion tenge was allocated from the republican budget for the payment of state social benefits for disability, and 27.4 billion tenge for the loss of a breadwinner.
As of May 1, 2021, the number of recipients of state social benefits for disability is 525.1 thousand people, in case of loss of breadwinner-169.6 thousand people.
As of May 1, 2021, the average amount of state social benefits for disability amounted to 49,150 tenge, and state social benefits for the loss of a breadwinner – 40,653 tenge.
Residents of all regions of Kazakhstan from May this year can remotely receive the services of employment centers (hereinafter – TSN) through the portal of the Electronic Labor Exchange (hereinafter-EBT) – Enbek.kz.
In the" personal account " on the EBT, Kazakhstanis can register as a job seeker or unemployed person and track all the stages of registration. After receiving the status of unemployed, citizens (participants of the social insurance system) can also send an application for social payment for job loss online on the EBT and independently choose vacancies for jobs subsidized by the state – youth practice, social jobs, public works. To receive the above services online, you must register on the EBT using an electronic digital signature.
Since the beginning of the year, more than 34 thousand people have already used the opportunity to receive services remotely. 30 thousand citizens received the status of unemployed.
Citizens who are looking for work and want to apply to the employment center do not have to leave their homes. All this can be done in a few minutes on the portal Enbek.kz. To do this, you only need to have a computer with Internet access and an electronic digital signature. The service is fully automated.
If there is no Internet or computer, you can get services through the EBT in the self-service zones that are created in all employment centers. TSN employees will provide the necessary advice on the services provided online.

Targeted social assistance is not a benefit, but support from the state to citizens who find themselves in a difficult life situation, aimed at improving the financial situation of low-income families and stimulating their resources to overcome the crisis. It doesn't matter how many children there are, one child or four. The main criterion by which the TSA is paid is that the average per capita family income should be below 70% of the regional subsistence minimum. The appointment of the TSA begins with the month of application submission.
In this case, you must have the following documents: ID and account number of the applicant in the Bank, as well as proof of student status, if the family has a child-student no older than 23 years, proof of child support when there is evidence of dissolution of marriage, in the presence of the certificate of recognition by the father (if the father does not live with the family).
Currently, the city of Shymkent is actively working to provide state targeted social assistance. It should be noted that 13.5 billion tenge was allocated for targeted social assistance from the budget for 2021 (including 12.5 billion tenge from the republican budget, 955.7 million tenge from the local budget). Since the beginning of the year, state targeted social assistance has been assigned to 34,862 families (172,089 people), and assistance in the amount of 4.8 billion tenge has been provided.
Social Services Portal (hereinafter referred to as the Portal) – allows persons with disabilities to independently choose the manufacturer and supplier of technical means and rehabilitation services. The provision of rehabilitation facilities for persons with disabilities includes the provision of prosthetic and orthopedic, sign language, typhlotechnical and hygienic means, as well as wheelchairs.
The order of the type of assistance is carried out by confirming the electronic digital signature of the service recipient. You can get the ordered TSR by delivery or by pickup.
As of April 1, 2021, more than 43.7 thousand people with disabilities received TSR, 6.5 thousand – sign language services, 30.8 thousand-individual assistant services, 12 thousand-spa treatment. Also, through the Portal, 26.4 thousand low-income families have issued a GSP.
In addition, since the beginning of the year, 5.3 thousand documents have been proactively issued for providing funds and rehabilitation services, via SMS messages to the phone number via MCD.
At the moment, people with disabilities have the opportunity to purchase 74 types of TSR (in 2020, the Portal provided the opportunity to purchase 24 types of TSR), which do not require individual selection. For example, various devices for dressing, diapers, cleaners.
In total, the Portal was visited by 59,208 people with disabilities and 61,594 people with the status of "Guardian".

On April 06, 2021, in the information and communication center of the Akimat of the city of Shymkent, the Deputy Head of Social Affairs of the Department of the Committee of Labor, Social Protection and Migration in the city of Shymkent E.E.Ergesh and the acting Deputy Head of ITU S.Zh.Shonanov held a regular press briefing. During the briefing, the Department provided detailed explanations on the results of the work done for 2020 and on the types of public services implemented in the first quarter of 2021.
In particular, explanatory work was carried out on the types of special state benefits paid to large families, regardless of income, as well as on the issues of supporting large families and providing them with targeted social assistance in a new format, on the procedure for increasing pension payments and other social benefits, as well as on the provision of public services in electronic format. Specific answers to citizens ' questions are also given.
Also, in order to prevent the spread of infection in connection with the introduction of a quarantine situation for coronavirus in the territory of the Republic of Kazakhstan, the possibility of submitting applications online was explained.
In particular, it was explained that during the period of quarantine measures, the determination of disability and the degree of disability and the determination of the necessary social protection measures is carried out without visiting the department of medical and social expertise, and this service is carried out on the basis of an electronic application submitted through the "Electronic Appeal" service on the "Electronic Government"portal.
In order to assist in the process of employment of persons with disabilities (hereinafter – PWD), the "Atlas of recommended professions and occupations for persons with Disabilities in the Republic of Kazakhstan" (hereinafter – the Atlas) has been developed.
The presentation of the Atlas was held at the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MLSPP). The event, which was held under the chairmanship of Vice-Minister Erlan Aukenov, was attended online by representatives of regional departments for the coordination of employment and social programs, employment centers, territorial departments of the Committee of Labor, Social Protection and Migration of the Ministry of Health and Social Protection, the Center for the Development of Labor Resources, UNDP, NCE "Atameken", persons with disabilities.
Today, more than 695 thousand people with disabilities live in Kazakhstan, including 419.8 thousand of working age (60%). More than 106 thousand of them have jobs.
It is important to note that PWD of disability group I and PWD with indicators of disability in 60-100% of cases have the lowest chances of employment, as well as the most severe diseases in terms of severity.
More than 12 thousand professions were studied, and as a result, about 2.5 thousand professions were recommended for group I of disability, and about 7 thousand professions were recommended for groups II and III separately.
The atlas contains more than 16 thousand recommended professions, including 7 thousand unique ones. These are both long-established specialties, such as teaching and coaching, which have received a new impetus due to the transition to online, and relatively new ones, such as online sales, SMM and system administration, etc.
