During the visit they were informed about the work of KGU "Centre for the Provision of Special Social Services № 2" (home for the elderly) for the elderly and people with disabilities.
Е.Birzhanov looked all parts of the building of the House for the Elderly and checked the quality of services provided. During the inspection, he was familiarised with the procedures of medical rooms, household rooms, sewing rooms, hairdressing salons and library rooms for service users. Service beneficiaries visited service beneficiaries' rooms, exchanged opinions on quality of service, held discussions with service beneficiaries.
At the same time, in order to acquaint service beneficiaries with the quality of food served, the canteen of the institution was inspected. When he saw that the canteen complied with sanitary norms and had additional dietary tables depending on the recipients' eating habits, he expressed his positive opinion.
Total capacity of the centre is 158 beds. The facility provides services for elderly and disabled people in permanent and non-permanent wards. Total capacity of the permanent department is 113 beds, and there are currently 94 beneficiaries.

Unidentified persons, posing as employees of the Ministry of Labor and Social Protection, deceive Kazakhstanis
Unidentified persons, posing as employees of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter - MLSPP), call citizens and promise social assistance in the form of cash payments in the amount of more than 500 thousand tenge. This information is not true.
In order to allegedly provide financial assistance, unknown persons ask to remove the accounts from the arrest and pay off the debt (in all cases, the accounts are in the arrest due to late repayment of loans and non-payment of debts to banks).
After a citizen removes the arrest from the account to receive the promised material assistance, unknown persons refer to technical problems and the impossibility of providing assistance.
The Ministry of Labor and Social Protection of the Republic of Kazakhstan informs that employees of the ministry do not call citizens, all state social payments are made on the basis of citizens' appeals or in a proactive format.

According to the Ministry of Labor and Social Protection of the Population, the document provides for the introduction of benefits to citizens caring for persons with disabilities of group I, regardless of the cause of the disability.
Now, out of 66 thousand people with disabilities of group I, every third person is not provided with either a care allowance or the services of an individual assistant. It is expected that as a result of the adoption of the law, the care allowance will cover an additional 24 thousand people in need of constant outside care.
The law also provides for the division of children aged 7 to 16 according to disability groups. This measure will make it possible to differentiate the provided rehabilitation measures and social assistance, including in terms of the amount of benefits, depending on the severity of the children's illness.
At the same time, the amount of benefits for all groups of disabled children will be increased from 16.7 percent to 37 percent. This measure will affect more than 30 thousand children with disabilities.
In addition, it provides for the granting of the right to the simultaneous receipt of disability and survivor benefits.
Currently, children with disabilities can receive alimony and disability benefits at the same time if their parents divorced. However, upon the death of one or two parents (breadwinners), the child can receive either a disability benefit or a survivor benefit. With the introduction of this norm, 2 thousand children, on a par with disability benefits (amount from 41,163 to 48,023 tenge), will be able to receive benefits in case of loss of breadwinner (amount from 12,063 to 29,500 tenge).
Another innovation of the law is the provision of technical means and rehabilitation services at the expense of the state to persons who have received disability from work injury, if the employer cannot fulfill the obligations.
Currently, in the event of the termination of the activities of the employer - an individual entrepreneur or the liquidation of a legal entity, these obligations are transferred to the state. At the same time, disabled persons are deprived of the opportunity to receive a technical and technical support during the period of suspension (inaction) of the enterprise's activities or during bankruptcy procedures, which can last up to 1.5 years. During this period, a person who has received a disability at work is left without technical means of rehabilitation. It is planned that this measure will allow timely coverage of up to 2 thousand people with technical means and rehabilitation services.
The document also provides for the preservation of the right of families raising children with disabilities to be on the waiting list for housing after the child reaches the age of majority. In practice, such families are on the waiting list for housing for up to 10 years. If it is not possible to get housing before the child reaches 18 years of age, then the disabled person has to re-enter the queue. It is assumed that this norm will enable more than 20 thousand families to keep the priority for housing.
In addition, the law provides for the extension of the period of caring for a disabled child to 18 years. The Ministry of Labor and Social Protection of the Population believes that the measure will have a positive effect on the appointment of retirement benefits and basic pension.
It also provides for the transfer of a guaranteed social package for children from low-income families to the portal of social services.
According to the ministry, the law is provided with the necessary funding in the amount of 55 billion tenge. Cost norms will be implemented within the allocated funds for 2021-2023.
