The Department Of the Committee of labor, social protection and migration in Almaty region (hereinafter-the Department) pays special attention to the fight against corruption.
For 2019, the anti-corruption action plan, training schedule and report on the work done by each civil servant on anti-corruption were approved.
According to the schedule of training on combating corruption, norms of the legislation in the field of anti-corruption and code of Ethics of government employees conducted workshops on the theme: "Corruption risks in the sphere of rendering state services", "Ethics and norms of conduct for civil servants, the Code of administrative offences of the RK" the, "Rules on disciplinary penalties for civil servants", "Conflict of interests", "On the procedure of consideration of physical and legal persons», "Financial control measures in accordance with The law "on combating corruption".
For 2019, since the beginning of this year, the Department's employees have heard reports from 48 administrative civil servants in accordance with the schedule of the anti-corruption report.
Recommended for publication by the Academic Council of the Academy of public administration under the President of the Republic of Kazakhstan on the updates and changes included in the instruction "ethics and norms of behavior of public servants" ("poketbook") in order to protect public servants and ensure their legal rights, 11 seminars were held. In addition, this instruction was sent to each employee in the form of a personal brochure.
Also, under the chairmanship of the head of the Department, an extended meeting was held with employees of the Department for compliance with the requirements Of the law of the Republic of Kazakhstan "on combating corruption".
Employees of the Department held 130 seminars and meetings with employees of district hospitals, district departments of employment and social programs, centers for providing special social services, district akimats, branches of the non-profit joint stock company "state Corporation" Government for citizens "in the Almaty region, district city departments of social security and departments of "public services".
In addition, the head of the Department during working trips conducts individual interviews with citizens who applied for public services in the ITU departments, explains the procedure and rules for passing the examination.
In order to prevent corruption risks, all departments of medical and social expertise conduct a daily trial survey of disabled people and patients. Those who arrive at the reception give an assessment of the provision of public services and Express their opinions. In 2019, 4,676 people participated in the survey on public services, of which 55 people gave a satisfactory rating, and 4,621 people gave a good rating. No corruption risks were identified.
The Department's employees also pay special attention to media outreach on the fight against corruption.
For example, the district newspaper "ZAMAN JARSHYSY" published an article "the Fight must be strengthened" by the chief specialist of ITU No. 2, Zh. Syzdykova.
In the public reception of the Regional branch of the party "NurOtan", the head of the Department, together with highly qualified experts, received 16 citizens on complex issues of examination and did not agree with the conclusions of the ITU. Having considered this issue in detail, the head of the Department gave explanations in accordance with the current legislation.
The Department pays special attention to corruption risks in the provision of public services.
Complaints about disagreement with the conclusion of the medical and social examination are under special control of the Department.
For example, on March 07, 2019, a citizen Tugambaev A. N. received a statement regarding the head of the ITU Department No. 7 Sataeva G. due to the circumstances specified in the application, the Department conducted an internal investigation by the responsible persons in a timely manner. In particular, the statement said that the head of the ITU Department No. 7 sataeva G. demanded monetary compensation for the appointment of disability. During the internal investigation, it turned out that the circumstances specified in the application did not take place. In this regard, the head of the ITU Department no. 7 Sataeva G. K. it was explained that in this order, she has the right to file a claim in the district court to protect the honor and dignity of a public servant.
Given the apology of A. N. Tugambayeva, G. G. sataeva decided not apply to the court. S. Murzieva, chief specialist and legal consultant of the Department, conducted explanatory work with A. Tugambaev on the circumstances specified in the application.
Employees of the Department continue to raise awareness about compliance with anti-corruption legislation and prevention of corruption risks.
