Building a positive public service image is a difficult and lengthy process. Everyone knows the work of a civil servant and the principles of conduct. His authority is part of the authority of the government. Looking at the work of a particular civil servant and the general work of the heads of state bodies of all branches of government, the people assess the state power as a whole.
Based on this, one can judge what high responsibility is assigned to civil servants. It is a great honor to be a civil servant, therefore, along with professionalism, a civil servant must have moral qualities. A candidate for civil service, realizing his responsibility to the people, must raise the image of the civil service. The civil servant must exercise his power and authority correctly and must be honest. In public service, he should not work for himself, but for the welfare of the state, should not confuse his pocket with public funds. A civil servant must live in full compliance with the requirements of the law. In any position, in any situation, a civil servant must work without losing the trust of the people, the citizens of his country.
A Kazakhstani civil servant must be an example of honesty, modesty, be able to behave in society, be able not only to lead a team, but also to be able to obey, along with the ability to demand execution from subordinates, must himself have the ability to perform.
