Everyone knows that at no time in the history of mankind has any country lived and flourished without an ideology.
Therefore, I believe that one of the most pressing issues is on the agenda of today's council.
We need an ideology based on the implementation of the concepts laid down by the parliament.
The state ideology, based on the positive experience accumulated by movements and political parties on national and universal spiritual values, should strengthen the sovereignty and independence of the Republic of Kazakhstan, build a rule-of-law state and, most importantly, serve for the benefit of people.
The main task is to widely explain to the public all government laws, state decisions and programs, study public opinion, analyze it, have a positive impact on it, effectively influence the execution of these documents by weakening any contradictions and establishing public nationwide control.

In October of this year, the emergency prevention and response system of Kazakhstan turns 26 years old. The State Committee of the Republic of Kazakhstan for Emergency Situations became the first authorized body in the field of natural and man-made emergencies and civil defense. On reservoirs when fishing on ice there are cases of drowning of people. In particular, in the winter of 2019-2020, 5 people drowned while fishing. To this day, the body of one of them has not been found.

In order to prevent and eliminate wildfires in forest and steppe areas, the mayors of cities and districts approved plans for the period from 22 to 27 June this year, 8 fire-tactical exercises were held in all districts and the city of Kyzylorda on the joint interaction of local Executive bodies, the state fire service, forestry and police services. The exercise involved 45 units of equipment and 251 employees, worked out the exchange of information and joint firefighting.

However, every year, due to unfavorable weather conditions in the winter season, for various reasons, on roads of national and regional significance, there are facts of downtime of vehicles with passengers on the road.
In particular, in 2018-2019, 107 cars with 208 passengers were caught in a snow drift on the Kyzylorda-Zhezkazgan highway. Also, due to the closure of the road in the Aktobe region, transit transport remained in the territory of the Aral region for a long time, passengers and drivers were evacuated to heating points.
In addition, during fishing in winter, cases of falling under the ice and the death of citizens due to non-compliance with security measures are recorded.
