The Ministry of Emergency Situations is strengthening the monitoring and early warning system for mudflow hazards in the highlands of the Almaty region

  The Minister of Emergency Situations, Lieutenant General Genghis Arinov, got acquainted with the work of the modern monitoring and early warning system for mudflow hazards in the mountainous regions of the Almaty region.

   One of the key directions was the implementation of the first project in Kazakhstan to equip high-altitude observation posts with autonomous residential modules. The head of the Ministry of Emergency Situations opened a new modular observation post house on the moraine lake of the Talgar River basin.

  The module is designed for round-the-clock accommodation and service by seasonal observers of the State Institution "Kazselezashchita" of the Ministry of Emergency Situations, who monitor explosive moraine lakes. It is adapted to operation in high-altitude conditions, equipped with thermal insulation, all necessary equipment for work and recreation, as well as household amenities for a long stay of employees.

  The creation of comfortable conditions allows seasonal observers to serve around the clock throughout the mudflow-prone period, ensuring continuous monitoring of the state of moraine lakes, timely identification of potential threats and prompt transmission of information for making necessary decisions.

  As part of the further modernization of the monitoring system in the mountainous regions of Almaty and the Almaty region, 11 more insulated modular houses for seasonal observation posts are planned to be installed by mid-August.

  Another important area was the introduction of automated monitoring. The Minister launched the work of four automated monitoring stations installed in the Talgar River basin.

  The stations are designed for continuous monitoring of hydrological parameters and rapid identification of threats of mudflow processes. The equipment monitors the water level, the condition of mudflow-prone riverbeds and potentially explosive moraine lakes in real time.

  The received data is transmitted to specialists of the State Institution Kazselezashchita to analyze the situation, assess risks and take timely preventive measures. In conditions of intense precipitation, active snowmelt and other unfavorable natural factors, the automated system can significantly reduce the time to receive information and increase responsiveness.

  The installation of the stations is being implemented within the framework of the international GLOFCA project "Reducing the vulnerability of the population of Central Asia to the risks of glacial lake breakout in the context of climate change", implemented with the support of UNESCO and funded by the Adaptation Fund. The project provides for the creation of a modern surveillance and early warning system in high-altitude areas.

  During the working trip, the Head of the Ministry of Emergency Situations also got acquainted with the progress of preventive work on moraine lake No. 19 in the Talgar River basin, where siphon systems have been launched.

  The measures taken are aimed at reducing the risks of emergencies related to mudslides and improving the safety of the population, infrastructure facilities and territories exposed to mudflow hazards.

The department of Emergency Situations reminds not to burn dry vegetation and garbage

So, it is forbidden to build bonfires on the territories of private households, to use an open fire for cooking outside specially designated and equipped places. At the same time, the rules do not establish a complete ban on the use of open fire and bonfires on household and garden plots. This is possible if certain conditions and fire safety requirements are met. For example, it is possible to burn garbage, grass, foliage and other waste at special sites designated for this by local authorities self-government. At the same time, the place for an open fire should be located at a distance of at least 50 meters from the nearest building, 100 meters from a coniferous forest and 30 meters from a deciduous forest. When using an open flame in a metal barrel, the distances can be reduced by half. In this case, the barrel should have a lid, and primary fire extinguishing means should be located nearby. You cannot leave the fire unattended. The area around the place of use of an open fire must be cleared within a radius of 10 meters from dead trees, dead wood, dry grass and other combustible materials. Barbecues and braziers can be located at a distance of at least 5 meters from buildings and structures. Remember that the safety of others depends on the vigilance and responsibility of each person! Take care of yourself and your loved ones! In case of fire, call 101 immediately.

Corruption is a disease of society

community. In our republic, measures to combat this issue have become a priority task of the State since independence.

Currently, tough measures are being taken to counteract this negative social phenomenon that threatens our society. Corruption is considered to be the acquisition of persons performing state duties, as well as those equated to them, using official powers and related opportunities or otherwise using their powers to obtain property benefits by illegally providing property benefits and benefits not provided for by law, personally or through intermediaries. Despite the fact that the elimination of this disease, popularly called an epidemic, has not been fully implemented, it is true that sometimes it is possible to contain, contain it, and sometimes despair.

The task put forward by the head of state becomes the basis for the work of public organizations with the competent authorities on the ground. In connection with the strengthening of the fight against corruption and organized activities, special laws «On combating corruption» and «On Public Service» have been adopted in the country. The fight against corruption is carried out on the basis of a specially developed state program.

As another impetus to the systematic implementation of work in this direction, the Decree of the President of the Republic of Kazakhstan «On additional measures to strengthen the fight against corruption and anti-corruption in the Republic of Kazakhstan and further improve law enforcement activities» was put into effect. This decree, aimed at improving the activities of the country's law enforcement agencies, ensures the implementation of systematic and permanent measures to combat corruption and prevent their occurrence.

«The fight against corruption must be carried out comprehensively, continuously, openly and fairly. Only then will we be able to achieve our lofty goals,» the head of state said. Therefore, let's fight as a country with a dangerous epidemic that is corroding society.

Noting the above, I want to inform residents that in case of corruption on the part of law enforcement officers, you can contact the numbers 1402 (helpline of the Ministry of Internal Affairs of the Republic of Kazakhstan) or 1424 (number of the CALL center of the anti-corruption service).

Prevention of carbon monoxide poisoning

Carbon monoxide is a poisonous gas that has no smell and taste, which in turn makes it particularly dangerous. Inhaling carbon monoxide is dangerous because it leads to acute oxygen starvation, which can lead to death.

Causes of carbon monoxide formation Carbon monoxide is formed when carbon is burned under conditions of oxygen deficiency. Gorenje In practice, carbon monoxide is formed by the combustion of various types of fuels that do not burn completely – for example, gas, oil, coal and wood. In cities, carbon monoxide is mainly found in the exhaust gases from internal combustion engines, and is also formed during the combustion of household gas.

Causes of carbon monoxide poisoning:

- violation of the rules of operation of furnace heating (untimely closing of the furnace flap, insufficient access of fresh air to the fuel tank, poor traction).

- faulty operation of the furnace and chimney (cracks in the furnace structure, clogged chimney).

- finding a person in the hearth of a fire.

- gorenje household gas in conditions of lack of oxygen and poor ventilation;

Poisoning can be gradual or lightning-fast. It depends on the concentration of gas in the air, the duration of its exposure and the individual sensitivity of the person. The process of carbon monoxide poisoning can be described as follows: carbon monoxide actively binds to hemoglobin in human blood, forming carboxyhemoglobin, and blocks the transfer of oxygen to tissue cells, which leads to hypoxia. In other words, when inhaling carbon monoxide, its molecules «take» the place of oxygen in a person's blood, which can lead to his death. Signs of poisoning:

  1. With a mild degree: - the appearance of a feeling of heaviness and pulsations in the head; - pain in the temples and forehead («hoop on the head»), darkening and flashing of «flies» in the eyes, tinnitus; redness of the skin, palpitations, trembling, weakness, nausea, vomiting. 6) with a more severe degree: increasing muscle weakness, increased pulse rate, pupil dilation, shallow breathing, dizziness; - confused consciousness, drowsiness, loss of consciousness; - the appearance of cyanosis on the face, possibly pink spots

Fire safety measures in everyday life!

Compliance with fire safety is a common goal of the company. Non-compliance with fire safety rules in everyday life often leads not only to property damage, but also to tragedy. Many fires are caused by a child's prank with fire.
Security measures:
- keep the burner out of the reach of children;
- do not give lighters to children as toys;
- do not allow children to use gas or electrical installations;
- explain to the child that in case of a fire, run outside without hiding anywhere;
- without scaring the child, tell the safety rules, show different stories in a playful way and tell us how to get out of what happened;
- at home, write down the emergency number on a piece of paper and explain to the child in which cases it can be used.
The main thing at the time of an emergency is to call the numbers "101" of the fire service or "112" of the rescue service.

Caution – carbon monoxide!

Carbon monoxide is one of the most toxic components of gorenje products. Poisoning with it is one of the critical conditions of a person, which sometimes entails a fatal outcome.

Carbon monoxide has absolutely no smell, no color, no taste, carbon monoxide poisoning can occur very imperceptibly, and it is formed wherever there is a gorenje process, even in the oven. Unfortunately, its victims are often people. As a rule, carbon monoxide poisoning occurs as a result of faulty operation of the furnace heating, when a person is in the hearth of a fire, in a closed car with the engine turned on.

Carbon monoxide, or carbon monoxide, or carbon monoxide (CO), is often called the «silent killer». It is impossible to detect him «by eye», and for the victim his presence remains unnoticed. At the same time, the gas spreads quickly, mixing with the air without losing its toxic properties.

Entering the body during breathing, it penetrates from the lungs into the circulatory system, where it connects with hemoglobin. As a result, the blood loses its ability to carry and deliver oxygen to the tissues, and the body very quickly begins to lack it. First of all, the brain suffers, but other organs may also be affected, depending on the general state of health.

The first signs of carbon monoxide poisoning are deterioration of vision, hearing loss, slight pain in the forehead, dizziness, a feeling of pulsation in the temples, decreased coordination and thinking. With these sensations, you need to immediately leave the room, go out into the fresh air. First aid should be fast and qualified.

How to prevent carbon monoxide poisoning:

1.Use only proper blowing. Cracks in the stonework, a clogged chimney and similar «trifles» can lead to serious consequences.

2.Take care of good ventilation. If you use a gas stove for heating, it is quite possible to be poisoned by carbon monoxide.

If the above recommendations are followed, it is possible to exclude cases of poisoning and death of people from carbon monoxide and significantly reduce the number of household fires in the private residential sector.

Remember – carbon monoxide is insidious, it acts quickly and imperceptibly, so life and health depend on the speed of the measures taken. Take care of yourself and your loved ones!

Rules of survival in case of a fire in a car

One of the important requirements for the safe operation of cars is the driver's compliance with fire safety requirements. The causes of fires in cars are a banal lack of knowledge of the fire danger of individual components, aggregates, used fuels and lubricants, non-compliance and non-compliance with fire safety rules during the technical operation of cars.

Be careful: a fire in the car can be recognized almost immediately. The smell of gasoline or burnt rubber in the cabin, the appearance of smoke from under the hood – all these are factors preceding a fire and a fire.

When extinguishing fuel spilled under the car, use a fire extinguisher, feeding foam or powder in the direction from the edge to the center of the hearth. When extinguishing a fire under the hood, gradually and carefully open it — preferably from the side with a stick or a tire iron, since flame emission is possible. Direct the fire extinguisher to the hearth of the most intense burning or cover the flame with a tarpaulin, throw sand, loose earth, snow, fill with water.Gorenje Do not start extinguishing if you are wearing oiled clothes or your hands are soaked in gasoline — this is extremely dangerous. If it is impossible to quickly eliminate the fire, move away from the car to a safe distance, as the fuel tank may explode. In no case do not get into a burning car, and do not try to start it. There should be no people in the radius of the danger zone (at least 10 meters).

If there is a person in the cabin of a burning car, and the doors are jammed, then break the doors or knock out the glass (with a tire iron, stone or feet). Pull the victim out of the car, call an ambulance and give him first aid.

It is necessary to know and remember that only the increased responsibility of each owner of an individual vehicle for compliance with the fire safety rules of his own garage and car excludes the possibility of fires and fires.

Remember, it is better to warn yourself from trouble than to reap the consequences of a fire.

Fire-hazardous period

Compliance with fire safety rules is the best prevention.

The onset of the spring-summer fire-dangerous period is always marked by a sharp increase in fires associated with the burning of dry vegetation. Careless, careless handling of fire when burning dry grass, garbage on the territory of dachas, houses often turns into trouble – this is almost 50% of all fires that occur annually for this reason.

Employees of the emergency department of the Almaty region remind that in order to avoid trouble, it is important to observe the rules of fire safety. Firefighters recommend clearing areas of dry grassy vegetation and shrubs. As a safety measure, firefighters are advised to have tanks with a supply of water on the site, and to equip the living quarters with fire extinguishers and autonomous smoke fire detectors. In addition, residents of garden associations should refrain from burning garbage and dry grass when cleaning their territory. All waste must be disposed of in specially designated places.

It is allowed to burn garbage only not during the fire-hazardous period, under vigilant control and in strictly designated places. In this case, the incineration must be carried out in a metal container, at a distance of 50 meters from the buildings. It is strictly forbidden to use fire-fighting distances between buildings, structures and structures for storing materials, equipment and containers, for parking vehicles and construction (installation) of buildings and structures, for making bonfires and burning waste.

The "private sector" requires special attention in the spring-summer fire-hazardous period. An emergency situation can arise due to any oversight. Unfortunately, not everyone thinks about the importance of observing fire safety rules. But elementary carelessness can lead not only to property damage, but also to tragedy. We regularly conduct preventive raids, the main purpose of which is to inform the residents of the Almaty region.

Specialists of the fire services of the district urge citizens to comply with the requirements of fire safety: do not build bonfires and do not arrange the burning of dry grass in the fields, homesteads and in the forest. In cases of fire detection, you should immediately call the following numbers: 101 or 112.
