Investments, infrastructure and new jobs: Serik Zhumangarin held a meeting on the comprehensive development of the Torgai region

Deputy Prime Minister and Minister of National Economy Serik Zhumangarin held a meeting on the financing and implementation of the Comprehensive Plan for the Socioeconomic Development of the city of Arkalyk, Amangeldy and Dzhangeldy districts of the Kostanay region for 2026-2028.

The document was approved by a Government Resolution in fulfillment of the instructions of Head of State Kassym-Jomart Tokayev, outlined in his Address to the Nation, "Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions through Digital Transformation," which outlined the need for comprehensive socioeconomic development in the Torgai region.

The three-year plan includes 51 measures in 10 key areas, including industry and transport, tourism and sports, agro-industrial complex, education, healthcare, social protection, heat and electricity supply, sanitation, and civil security.

The measures are aimed at developing production potential, modernizing engineering and social infrastructure, improving the quality of life of the population, and creating conditions for attracting investment and creating new jobs.

The Plan places particular emphasis on the development of the agro-industrial complex, including livestock farming, the implementation of infrastructure projects, and the support of entrepreneurial and investment activity. Specifically, a number of major investment projects are planned for the city of Arkalyk. These include the construction of a modular multiplication facility for 6,000 head of cattle, a plant for the production of gelatin and bioactive bone matrix, a livestock complex for 10,000 head of sheep, and a feedlot for 6,000 head of sheep. Furthermore, plans include the expansion and modernization of the poultry egg farm, increasing its capacity to 300 million eggs per year, including the commissioning of a feed mill.

Kostanay Region Akim Kumar Aksakalov reported that 33 projects totaling 78.4 billion tenge are planned for implementation in 2026. To date, 39.2 billion tenge have already been allocated.

"We are doing everything necessary to ensure that all planned activities are completed on time. This year, 8.8 billion tenge was allocated from the regional budget, allowing us to fully finance key projects. The most important of these is the construction of the airport in Arkalyk. Funding has already been fully secured for the reconstruction of the airfield infrastructure, the construction of the passenger terminal, and the purchase of the necessary equipment. Work is proceeding strictly on schedule, and the facility will be operational as early as August of this year. The airport's launch will not only restore air service but also usher in a new phase in the region's development, significantly enhancing its transport accessibility and investment attractiveness," emphasized Kumar Aksakalov.

Meanwhile, landscaping work is underway in Arkalyk, vacant buildings are being restored, and courtyards and station squares are being renovated. The city has completed the reconstruction of the university building, and repairs to the Zhezkazgan-Arkalyk highway are entering their final stages.

Maxim Bozhko, co-founder of the Arkalyk QUS poultry farm, presented a two-stage modernization project that will double production volumes from 150 million to 300 million eggs per year.

"This year, we plan to commission new poultry houses for 70 million eggs and build our own feed mill. Next year, we'll launch poultry houses for another 80 million eggs. After completing both phases, the poultry farm's capacity will reach 300 million eggs per year. We currently employ approximately 250-270 people. This expansion will create over 100 additional jobs, bringing our staff to 370," said Maxim Bozhko.

Following the meeting, Deputy Prime Minister Serik Zhumangarin instructed government agencies, in conjunction with the regional akimat, to strictly monitor the timely disbursement of funds and provide investors with all necessary support to ensure the smooth launch of their announced projects.
