As part of paragraph 99 of the National Action Plan for the implementation of the Address of the Head of State to the people of Kazakhstan dated September 1, 2021 "The unity of the people and systemic reforms are a solid foundation for the country's prosperity", it was instructed to introduce a single payment from the wage fund for micro and small businesses with a decrease in the total burden from 34% to 25%.
The specified burden of 34% is the total amount of nominal rates of taxes and social payments, part of which is withheld from the employee's salary, and part is paid by the employer for the employee.
Mandatory pension contributions (MPI) - 10%, mandatory social health insurance contributions (MSHIC) - 2%, individual income tax (IPT) - 10% are withheld from the employee's salary. The employer pays social tax (ST) - 6% for the employee, social contributions (SO) - 3.5%, contributions to compulsory social health insurance (CHIC) - 3%.
In order to implement the President's order, it is proposed to combine these payments into one payment with a reduced burden.
This approach will be applied to micro and small businesses applying special tax regimes.
Taking into account that the amount of paid social payments affect the future social and pension payments of employees, it is envisaged to reduce the burden due to taxes.
Thus, a single payment will not only simplify the calculation of taxes and payroll payments, but also reduce the tax burden.
