Human Resources Department implements a unified state personnel policy within the Penal Enforcement System.

Responsibilities:

1. Implementing a unified personnel policy within the Penal Enforcement System (PES) as a component of the overall state personnel policy.
2. Planning and monitoring personnel activities, as well as developing an information system for personnel management.
3. Organizing activities related to the reform and development of the PES.
4. Implementing a unified organizational and staffing policy within the PES.
5. Managing career progression within the PES.
6. Implementing the policy on departmental education within the PES.
7. Organizing professional and ideological development within the PES.
