Announcement on the Conduct of an Extraordinary Certification

The Department of the Penal Enforcement System of the Aktobe Region (hereinafter – the Department of the Penal Enforcement System), under the Committee of the Penal Enforcement System of the Ministry of Internal Affairs of the Republic of Kazakhstan, in accordance with Order No. 218 of the Ministry of Internal Affairs dated March 26, 2025, "On Approval of the Rules for Conducting Extraordinary Certification of Employees of the Internal Affairs Bodies of the Republic of Kazakhstan" (hereinafter – the Order), announces the conduct of an extraordinary certification.

Purpose: personnel planning for the upcoming quarter to identify employees for promotion to higher managerial positions.

Employees holding positions included in the nomenclature of the Department of the Penal Enforcement System in accordance with Order No. 773 of the Ministry of Internal Affairs dated September 29, 2022, who wish to undergo extraordinary certification, shall submit:

• an application (report) in the prescribed format; and
• a service record generated through the Documentolog system,

to the Personnel Division of the Department of the Penal Enforcement System for the Aktobe Region of the Committee of the Penal Enforcement System of the Ministry of Internal Affairs no later than five working days from the date of publication of this announcement.

The following employees are not eligible for extraordinary certification:

1. Employees who do not meet the minimum qualification requirements for managerial positions established by:
   • Order No. 124 of the Agency of the Republic of Kazakhstan for Civil Service Affairs dated July 30, 2025; and
   • Order No. 52 of the Ministry of Internal Affairs dated January 28, 2026.

The minimum qualification requirements for positions within the nomenclature of the Department of the Penal Enforcement System are as follows:

• Central Office of the Department of the Penal Enforcement System – Category C-SVO-4;
• Central Office of the Department of the Penal Enforcement System – Category C-SVO-6;
• District Probation Services – Category C-SVR-4;
• Penal Institutions – Category C-SGU-8;
• Penal Institutions – Category C-SGU-10.

2. Employees who have active disciplinary sanctions.
3. Employees who are subject to an internal official investigation or pre-trial investigation.
