The issue of providing medical care to prisoners and under-trial citizens in correctional institutions of the Department of Criminal Justice of the Aktobe region was discussed at a meeting of the council held in the regional administration.
At the meeting of the council under the chairmanship of the deputy governor of the Aktobe region, Bulbul Yeleusinova, the leadership of the Department of Criminal Justice of the Aktobe region, the heads of the correctional institutions of the region, the regional health department and the management of the city polyclinic No. 1, No. 1 and No. 2, as well as the emergency medical station and other medical and pharmaceutical facilities. In general, in the Aktobe region, in order to provide timely and high-quality medical care to convicts and persons under custody, held in the institutions of the Department of the Criminal-Executive Service of the Aktobe region, a 3-party memorandum on preventive medical examinations has been prepared. According to this, the Administration of Correctional Services of the Aktobe Region, in accordance with the requirements of the current legislation, provides unhindered access of the employees of the regional health department to correctional facilities and their safety, medical examination of suspects and convicts, and the allocation of additional premises if necessary. It should be noted that at the end of January 2023, in accordance with the above-mentioned memorandum on mutual cooperation, a joint complex medical examination was conducted in institutions №70, 8, 9 of the Department of Social Protection of the Population of the Aktobe region.
Bakhytzhan Ilyupov, the deputy head of the Department of Criminal Execution Service in Aktobe Region, highlighted the shortcomings and actual problems in the direction of providing medical care to suspects and convicts at the meeting of the commission held in the Akimat of Aktobe Region. According to him, despite the repair of medical departments in correctional facilities, the wear and tear of all buildings, including medical offices, became a serious problem. In this regard, it is necessary to carry out complex repair works in all medical and sanitary departments.
It is also important to ensure regular supply of necessary medicines to prisoners and convicts.
"It is necessary to purchase a modern digital fluorograph for pretrial detention center #70 and prison #8 of the Department of Criminal Justice. This device allows the city, that is, to reduce the access of convicts to civilian medicine, and to carry out research in the institution, if necessary.
In addition, it is necessary to purchase special vehicles for the transportation of convicts for the medical departments of correctional institutions No. 70, 8, 9.
In addition, in the case of detention and convicts suffering from infectious diseases, it is necessary to have 1 special ward for infectious diseases in the city hospital", - Deputy Head of the Department of Criminal-Executive Services in the Aktobe region Bakytzhan Ilyupov.
Having listened to the report of the deputy head of the UIS and the discussion, the deputy governor of the Aktobe region, Bulbul Eleusinova, provided stationary fluorographic equipment to the medical departments of institutions No. 70, No. 8 and equipped the medical departments of institutions No. 70, No. 8, No. 9 with medical equipment in accordance with the norms and ordered to follow the regular and timely medical examination and consultation of local health care organizations, as well as receiving the necessary treatment.
