Head Department is a structural unit of the Penal Enforcement Committee of the Republic of Kazakhstan, responsible for coordinating and planning the activities of the Penal Enforcement System.

Functions:

• Providing informational and analytical support for the activities of the Penal Enforcement Committee (PEC).
• Conducting a comprehensive analysis of the Penal Enforcement System (PES) and developing management decisions for the PEC.
• Organizing and ensuring planning within the central office of the PEC and territorial departments of the PES.
• Ensuring executive discipline within the central office of the PEC.
• Developing the overall strategy for operational management.
• Organizing the collection, processing, and monitoring of information on the operational situation in the country.
• Implementing special operational plans.
• Providing methodological guidance for the operation of regional PES headquarters and offering practical assistance.
• Organizing and coordinating the PES’s international cooperation activities.
• Implementing PEC initiatives to establish and develop external relations with law enforcement agencies of foreign countries.
• Studying, summarizing, and incorporating positive domestic and international practices into PES operations in collaboration with PEC services.
