During the visit, they inspected the institutions' technical infrastructure, duty units, video surveillance operator stations, and the functioning of electronic terminals used for receiving complaints and requests.
The primary focus was on technical equipment, the level of digitalization, and ensuring public order and legal compliance within the facilities.
A pilot project is currently being implemented at Facility No. 77, where special devices have been installed to completely block mobile signals throughout the pre-trial detention center building.
In connection with this, a meeting was held with representatives of mobile communication providers — “Kar-Tel” LLP (Beeline brand), “Kcell” JSC (Activ), and “Tele2”. The discussion centered around the technical and organizational aspects of signal blocking and potential areas of cooperation between correctional institutions and telecom operators.
Following the inspection, Zhanibek Sagyndykuly visited the historical museum of the Department and familiarized himself with the exhibits.
He then conducted a working meeting with the department’s staff, where he conveyed the instructions of the Minister of Internal Affairs and his deputy. During the meeting, specific tasks were assigned and priority areas for the upcoming period were outlined.
In honor of World Blood Donor Day, employees of Settlement Colony No. 43 and Pre-Trial Detention Center No. 77 in the Mangystau Region donated blood as part of a charitable campaign. The goal of the campaign was to raise awareness about the importance of blood donation, promote social responsibility, and help those in need of blood transfusions.
Staff from the Regional Blood Center expressed their gratitude to the correctional officers for their noble initiative. They emphasized that a single blood donation can save up to three lives.
Participants shared their thoughts on the event:
— "We approached this initiative with a strong sense of responsibility. For us, being a donor is not just a procedure, but a chance to give someone the gift of life. It’s a reflection of civic duty and solidarity," said the employees.
At Correctional Facility No. 43 in the Mangystau Region, a meeting was held under the social project "Meeting at the Gate", led by the head of the institution, Sansyzbai Aminov. The event was attended by representatives of the Social Adaptation Center of Aktau, the RAI Social Assistance Center, and staff of the facility.
"As part of the project, we met with a citizen who had completed his sentence and was preparing for release. The goal of the meeting was to assist him in adapting to life after prison, both socially and psychologically," representatives of the facility noted.
Due to the absence of permanent housing, the individual was temporarily accommodated at the specialized Social Adaptation Center. Specialists at the center are helping him find employment, access vocational education, process necessary documentation, and receive psychological support. All these measures are aimed at ensuring his successful reintegration into society and preventing recidivism.

“This kind of event brings people together, inspires self-improvement, and reminds us of the importance of inner harmony. Together with our colleagues, we felt energized and uplifted — it's a great example to follow,” shared the department’s staff.
At Facility No. 43 (settlement colony), under the jurisdiction of the Department of the Penal Correction System for the Mangystau Region, a sports and cultural event was organized among inmates in honor of the National Games Day.
The purpose of the event was to promote the traditional national games of the Kazakh people, effectively organize inmates' leisure time, and foster a healthy lifestyle.
The inmates competed in traditional games passed down from their ancestors, such as tug of war, asyk atu (a traditional game with sheep knucklebones), and togyzqumalaq (a Kazakh board game). The competition was intense and highly engaging.
Based on the results, the winners were awarded by the head of the facility, Colonel of Justice Sansyzbai Aminov, who presented letters of appreciation and commemorative gifts to those who placed first, second, and third.

Sometimes compassion and kindness appear unexpectedly, right when they’re needed most. One recent incident in the Tupkaragan district of Mangystau Region is a vivid example of this. Officers of the Tupkaragan District Probation Service, part of the Department of the Penal Correction System for Mangystau Region, provided timely assistance to a traveler en route to the holy city of Mecca, demonstrating great humanity and professionalism.
During an official trip, Major of Justice Indira Narymbetova, head of the probation department, and Junior Lieutenant of Justice Marat Ozganov noticed a confused man standing by the roadside and immediately stopped to help. Upon speaking with the weary traveler, they learned that he was a citizen of the Republic of Uzbekistan. On May 3, he had set out from the city of Bukhara by bicycle with the goal of reaching Mecca, Saudi Arabia, to perform the Hajj pilgrimage.
Having already covered thousands of kilometers and crossed into Kazakhstan, the pilgrim lost his way near the village of Shetpe in Mangystau Region. Without mobile service or navigation tools, and unable to speak Kazakh, he found himself disoriented and wandering through several settlements in the Tupkaragan district, including the city of Fort-Shevchenko and the villages of Sayin Shapagatov and Akshukur.
The probation officers did not remain indifferent to the man's plight. They provided comprehensive support: they installed navigation apps on his phone, gave clear directions, and explained in detail how to continue his journey. In addition, they offered him financial assistance to help cover his needs on the road.
This unexpected act of kindness and compassion deeply moved the traveler. Touched by the warmth and support he received in a foreign country, he expressed sincere gratitude to the Kazakh officers.
This story is a powerful example of how probation officers extend their mission beyond legal supervision, embodying both professionalism and humanity. To fulfill one's duty while showing empathy and care — that is the true mark of a dedicated public servant.
The Beineu and Karakiya district probation services of the Department of the Penal Correction System for Mangystau Region held an important preventive event focused on providing social and medical support, with particular attention to the health of individuals under probation supervision.
As part of the initiative, nearly 60 probationers underwent fluorographic screening. Medical services were provided by specialists from the Beineu District and Zhetybai District Central Hospitals.
The main purpose of the fluorographic examination was the early detection of tuberculosis and other dangerous respiratory diseases.
According to the examination results, no pathological changes in the lung structure were detected among the participants.
This event serves as a clear example of the systematic efforts of the probation service, which are aimed not only at supervision but also at providing social support to those under its care.
