Report of the Minister of Health of the Republic of Kazakhstan, April 20, 2021

Slide 2

Currently, 5272 outpatient health facilities provide medical services to the rural population, of which 394 facilities have been built and opened within 3 years.

The implementation of these projects has made it possible to improve the quality and accessibility of medical care provided to the rural population of the country, including in the most remote settlements.

At the same time, in accordance with the road maps approved by akimats, construction and opening of 90 primary health care facilities for a total of 12.7 billion tenge is planned in rural settlements this year, including 36 medical, 20 paramedic–obstetric stations and 34 outpatient clinics.

To optimize the processes of development of design estimates and their state expertise, the Ministry has developed standard projects of primary health care facilities.

In addition, in some regions, for example, in the Almaty region, there are ready-made individual projects of PHC facilities that can be used in other regions of Kazakhstan.

Thus, at this stage there are all the necessary conditions for the implementation of planned projects for the construction of primary health care facilities.

Slide 3

In the next 5 years, it is planned to build 515 outpatient polyclinic organizations in the amount of 95 billion tenge, including 211 medical, 158 paramedic and obstetric stations, 127 outpatient clinics and 19 polyclinics and PHC centers.

In addition, akimats of the regions are scheduled to carry out major repairs in more than 580 worn-out primary health care facilities.

As a result, 1,095 primary health care facilities will be repaired and built by 2025.

In general, today there is an estimated need and a clear plan for the timely and effective implementation of investment projects in the regions.

There are currently 13 inter-district hospitals.

Additionally, 25 district hospitals will be modernized, thereby ensuring compliance with the principle of the "golden hour" in the village.

These interdistrict hospitals will include: minimally invasive cardiology centers, stroke centers of II-III level; perinatal centers; polytrauma and surgery centers; rehabilitation departments that will be provided with angiographs, computed tomographs, ventilators, rehabilitation equipment.

As a result, the number of rural population served by the rule of emergency medical services within 1 hour will increase by 2 times from 2.5 million to 5 million people.

Slide 5

According to statistics, the provision of doctors in rural healthcare amounted to 14,804 full-time units, the staffing requirement, taking into account the facilities under construction, will amount to 3,104 full-time units.

In order to meet the expected need for health personnel resources in rural areas, we, together with the regions, have provided the following measures: an increase in lifting allowances from 100 to 1000 MCI; mandatory housing for specialists who arrived to work in the village; a phased increase in wages up to 2.5 times the average for the economy in 2023.

As a result of the measures taken, the provision of general practitioners and narrow specialists will amount to 100% by 2023.

Along with this, up to 7.3 thousand specialists will be trained annually by 2025.

Slide 6

Together with local executive bodies, work is being carried out to provide healthcare organizations with the necessary IT infrastructure in order to fully launch the processes of digitalization of healthcare.

At the level of cities and district centers, all healthcare organizations are provided with Internet access. These medical organizations serve about 18.4 million people.  At the level below district centers and in remote rural settlements, the availability of Internet access for medical organizations is 84.5%, that is, out of 5,264 healthcare organizations, 4,447 are connected to the Internet.

By the end of 2025, the availability of Internet access to medical organizations below the district level and in remote rural settlements will be 90%.

Technologies using remote medical services are widely used in the Republic of Kazakhstan.

Currently, pilot trials are being conducted in medical organizations on the introduction of remote medical services for remote decoding of electrocardiography, diagnosis of diabetic retinopathy, macular degeneration, glaucoma, melanoma, hypertensive retinopathy based on fundus images, etc.

Slide 7

In order to increase the availability of medical care in remote rural settlements, 100 mobile medical complexes were additionally purchased in 2020. Thus, taking into account the existing 49 PMCs, their total number was 149.

The complete set of PMK allows you to provide the following range of medical services:

- digital radiography, ultrasound;

- laboratory tests;

- consultations of specialized specialists.

Over the past year, PMK services were provided to 1.2 million people in more than 1,200 localities.

From 2021, the annual coverage of PMK services will amount to 2.6 million inhabitants per year - this is more than 2 thousand remote rural settlements.

At the same time, more than 2,160 flights of air ambulance specialists are planned annually to provide qualified medical care in remote rural settlements.

It should be noted that we have taken measures to modernize the fleet of the ambulance service.

The supply of 1,167 units of sanitary vehicles to the regions has been provided, of which 37% or 432 units are for the village. About 2 million emergency medical calls are planned to be serviced annually in rural areas.
