Born in 1982 in the city of Almaty. He graduated from the L.N. Gumilyov Eurasian National University, D.A. Kunaev University, and the Academy of Public Administration under the President of the Republic of Kazakhstan. 

2005–2007: Assistant Prosecutor of the city of Kokshetau for supervising the legality of penal institutions.

2007–2008: Held various positions within the structure of the claims work department of the Control and Response Directorate of the Competition Protection Committee of the Ministry of Industry and Trade of the Republic of Kazakhstan.

2007–2014: Worked in various positions within the structure of the Agency of the Republic of Kazakhstan for Competition Protection.

2015–2016: Deputy Head of the Department for Consumer Rights Protection in Transport of the Consumer Rights Protection Committee of the Ministry of National Economy of the Republic of Kazakhstan.

2016–2019: Director of the Public Services Development Department, Director of the E-Government and Public Services Development Department of the Ministry of Information and Communications of the Republic of Kazakhstan.

2019–2023: Deputy Chairman of the Committee for Religious Affairs of the Ministry of Information and Social Development of the Republic of Kazakhstan.

2023–2025: Deputy Chairman of the Committee for Religious Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan.
