The main functions of the department are: the implementation of state policy in the field of culture, language policy in the areas of Shahtinsk region, the organization of cultural leisure of the population, the work of amateur art groups, circles, clubs of interest. Carrying out events, material and technical equipment of cultural objects. To implement the above functions in the Shahtinsk region, there are 4 club institutions: PUC «Miners' Palace of Culture in Shakhtinsk city», PUC Palace of Culture in Shahan villagePUC Palace of Culture in Novodolinskii village, a branch of the Palace of Culture of Miners in Dolinka village, 8 libraries, PUC «Bars» (city park of culture and rest and city stadium), PUC “Museum of memory of victims of political repression in Dolinka village”.

The total amount of funding for the cultural sector for 2021 amounted to 492.4 million tenge. The state network of cultural objects of the city of Shakhtinsk includes 14 cultural objects. All cultural institutions are telephoned, connected to the Internet, provided with the necessary office equipment.

In order to implement the cultural policy of Kazakhstan, 4 club enterprises are actively working, 3 of them in the villages.

For spiritual education and self-realization of creative abilities in the club institutions there are 95 club formations with the number of participants 2506 people. 53 of them are for children and adolescents with a number of 1376 people. More than 20 sports sections and circles function in cultural institutions. For 5 months of 2021, 346 events were held with the number of visitors 328.6 people. But in connection with the coronavirus pandemic, all planned activities were carried out online. In honor of the anniversary dates, online book exhibitions, views, contests, holiday concerts - congratulations, challenges, etc. were held.

The club institutions of the city of Shakhtinsk are implementing measures to create an integral system for studying cultural heritage, including folklore, traditions and customs.

6 ethnocultural club formations have been created and are functioning in the city, two in Palace of Culture in Shahan and four in Miners' Palace of Culture in Shakhtinsk city: two associations for the revival, preservation of the traditions and customs of the Kazakh people, two Slavic associations, a Korean association, a Tatar-Bashkir and German association.

Traditionally, festivals of the cultures of the peoples inhabiting our city are held. The offices are equipped with ethnic corners, members of national cultural clubs are actively working to find and collect ancient household items, details of national costumes. The folk choir of labor veterans "Scarlet Carnation", folklore ensembles "Okolitsa", "Alsu", "Kore Saram" have been taking part in the regional festivals "Veterans Sing", "Shanyrak of Friendship" and others for a number of years.

There are three courtyard clubs in the city that provide leisure time for children and teenagers. In the village of Shakhan there is a courtyard club "Karlygash", where 8 club formations work for children and adolescents. At the stadium of the city of Shakhtinsk there is a courtyard club "Ak suyek", where children get to know and learn the basics of the Kazakh national games "Tokyz Umalak" and "Asyk atu". Yard club "Shapagat" in the village of Novodolinsky, where children are engaged in applied art, music and singing.

The current state of the cultural heritage is characterized by the feasible provision of the complex for the preservation of centuries-old traditions, the intensification of work to improve the cultural infrastructure.
