With the growth of the world economy and the world's population, the need for energy resources has increased dramatically. Suffice it to say that over the past quarter century, the total global energy consumption has increased by 56%.
With the development of Kazakhstan's economy, the need for energy resources is only increasing. The main consumption of energy resources in Kazakhstan falls on the industrial sector. 67% of electricity comes from large industrial consumers.
Currently, energy efficiency is the main trend of the world economy, which includes all aspects of technological development, modernization and diversification of the economy, and most importantly, the growth of competitiveness and efficiency of the economy. For our country, the political trend of energy efficiency has been set.
The Strategic Development Plan of the Republic of Kazakhstan until 2025 defines the task of reducing the energy intensity of Kazakhstan's GDP by at least 25% by 2025.
At the same time, during the period of independence, the energy intensity of Kazakhstan's GDP decreased by 52%, while during the same period the energy intensity of the world economy was reduced by 21%.
Over the past ten years, Kazakhstan has created the main instruments of energy conservation and energy efficiency policy: this is first of all:
- a fundamentally new Law, which was adopted in 2012 and was the basis of a modern energy saving system;
- comprehensive energy efficiency improvement plan of the Republic of Kazakhstan for 2012-2015, which was the first step towards energy conservation, the first goals for reducing energy intensity were defined;
- The State program "Energy Saving 2020", which provided for additional measures aimed at accelerating the development of energy conservation and energy efficiency in various sectors of the economy in 9 directions;
- regional integrated energy saving plans;
- the National Institute for the Development of Energy Conservation has been identified;
- according to the experience of Japan, a State Energy Register has been created, the subjects of which have achieved savings of more than 200 billion tenge;
- a new energy audit market has been formed, estimated at 2 billion tenge annually;
- as part of the implementation of the 59th step of the Plan of Nations "100 steps to implement five institutional reforms", the energy services market is developing, the implementation tool of which is the Energy Efficiency Map;
- cooperation has been established with strategic partners such as the World Bank, the UN Development Program, the European Bank for Reconstruction and Development, the German Energy Agency and others.
