One of the norms of the draft of the new Environmental code of Kazakhstan approved in the second reading in the Majilis, is the introduction of enterprises to the best available technologies.
What opportunities do Code to improve the environmental situation in the country, said the Chairman of Committee of ecological regulation and control Ministry of ecology, Geology and natural resources of RK Zulfugar Zholdasov.
"This mechanism is already used in advanced countries of the world, and its effectiveness is obvious. European countries, for example, have been able to reduce emissions by 90% using these technologies. The environmental code leaves the choice to enterprises in the first category when it comes to switching to the best available technologies. Note that there are a number of stimulating factors for them. The implementation period is 10 years. For those who don't will go to BAT every three years will be to grow the fee for emissions," explained Zulfugar Zholdasov during the live broadcast on the website of the Ministry in Facebook.
According to him, today such large enterprises as Kazzinc and ERG have expressed their readiness to switch to new available technologies. The Chairman of the Committee also stressed that the Environmental code also contributes to solving issues of natural landfills.
"Currently, everyone who has a cargo transport, by submitting an ad, can provide a service for garbage removal from citizens' homes. After that, not wanting to spend money on special garbage collection sites, he takes everything out of the city. This is how unauthorized spontaneous landfills are formed. Now, according to the new standards, only those companies that will be included in the special list will be engaged in garbage collection. They must obtain special licenses and install a GPS tracker on their vehicles. This way we will see where they threw the garbage, " zulfukhar Zholdasov said.
In addition, he said that investors are ready to build plants in our country using the Waste to Energy mechanism, aimed at generating electricity from waste.
"Today, only 14% of waste is processed in the country. Therefore, based on the practice of European countries, we plan to use the Waste to Energy mechanism to burn waste and, thus, get electricity. Foreign investors are ready to build factories in the cities of Karaganda, Aktobe, Nur-Sultan, Taraz and Shymkent as pilot projects. I note that the standards will be tightened, since waste incineration should not negatively affect the environment, " the head of the Committee stressed.
