Language development. The planned work is carried out in order to implement the "Concept for the development of language policy in the Republic of Kazakhstan for 2023-2029", approved by Decree of the Government of the Republic of Kazakhstan dated October 16, 2023 No. 914. As a result of the implementation of the state language policy, a system of measures is being implemented to ensure the full use of the Kazakh language as a national, state and interethnic language of communication. In order to implement the "Concept for the development of the language policy of the Republic of Kazakhstan for 2023-2029", free state and English language courses are being organized for residents of the region. In 2025, 1,410 students were enrolled in government and English language courses. Members of the Sailetime club, created by the board, along with teachers of the state language preparation course, go to social institutions and teach them how to create a simple dialogue on receiving services in the state language. In order to determine the language situation in the West Kazakhstan region, a social survey was conducted in October-November 2024. According to the results of a social survey, in 2024, the proportion of residents who speak the state language was 86%. In April 2024, 600 civil servants and employees of public service organizations passed the Kaztest test. According to the test results, 45% of civil servants mastered the state language at an above-average level, and 41% of employees of organizations providing public services – at an average level of proficiency. For students of technical and professional educational organizations who are representatives of other ethnic groups who speak the state language, a competition "Memlekettik til – tauelsizdik symbols", a competition "Dostygy shalygan shanyrak" among ethnocultural associations and an action "Men kazaksha soyleimin" were organized. For pupils of preschool institutions studying in the Kazakh group in the development of speech by reading poetry in Kazakh, reading numbers, making up stories from pictures, as well as identifying talented children, the regional competition "Bala tili – bala" is being held in order to identify and support Kazakh youth who have mastered the Russian language, promote linguistic culture."Oi-sana" regional competition of Russian linguists was held. The event was attended by students of technical and vocational education organizations. In order to identify young professionals who are fluent in Kazakh, Russian and English, the Til Sheberi-2024 competition was held, in order to promote language culture, promote state language policy, improve the style and skills of speaking the state language, increase motivation to use the state language in the service and the culture of language proficiency among civil servants, a competition was held "Memlekettik til – memlekettik kyzmette". In 2025, in order to improve the skills of clerks, a 5-day master class "Memlekettik tilke tili" was held. The master class was attended by clerks and employees of the personnel department of organizations subordinate to the Department of Health and private enterprises. In order to exchange experience in the process of forming and applying effective methods of teaching and learning the state language, determining and evaluating the level of proficiency in the Kazakh language, promoting advanced methods, providing specialists and teachers of the Kazakh language with the necessary information and practical assistance in their daily work, improving the professional skills of specialists, a national-spiritual series of comprehensive seminars "Tajiribe alany: til, adisteme, netizhe". In the section "Til tugyr" of the regional newspaper "Oral Oniri", the current problems of linguists, philologists and language are presented to the public. The Akzhayk TV channel broadcasts educational programs aimed at expanding the use of the state language in the section of TV programs "Til – ult rukhaniyatyn ozegi", "Martebeli til", "Language is the soul of the nation". In particular, the following TV shows were presented to the public: "The role of the state language in modern digital technologies", "Sawatty zharnama – til tazalygyn korinisi" korneki akparat salasyndagy til zannamasyn zhetildiru matsatynda normativtik-kukyktyk aktilerge engizilgen ozgerister men tolyktyrular turaly", "Methods of teaching the Kazakh language to adults", "The state language in office work". Since the beginning of the year, methodological assistance has been provided to about 1,000 institutions, and after warnings, deficiencies in data and visual information have been eliminated and corrected in accordance with legal requirements. National onomastics is one of the most important areas of language policy and the language industry. The Department of Culture, Language Development and Archives of the West Kazakhstan region is systematically working to unify the onomastic situation of our region. Since 1991, when independence was achieved in the West Kazakhstan region, to date, the names of 5 districts, 109 villages, and 1854 streets have been changed in the region. The TORUS MAPS portal "Automation of onomastic units 3D map" is also being implemented. Information on the names of administrative-territorial units (settlements) and their component parts (streets) in the region is provided in Kazakh, Russian and English. Based on the conclusion of the onomastic commission, data on changed localities and street names are updated.
