INFORMATION ABOUT THE REGIONAL BUDGET FOR 2025

About the regional budget for 2025

I will focus on the key indicators of the regional budget. The main source of formation and replenishment of the revenue side of the regional budget is non-repayable and targeted transfers from the republican budget, namely taxes and transfers.

As of today, the annual regional budget amounts to KZT 628.5 billion, of which 37.4% (KZT 234.9 billion) is formed from taxes and non-tax revenues credited to the local level, that is, own-source revenues, while 52.5% (KZT 329.9 billion) comes from subventions and targeted transfers from the republican budget.

As of January 1, 2026, the revised annual plan for own-source revenues amounted to KZT 236.7 billion, with the period plan set at KZT 234.9 billion. Actual receipts to the local budget reached KZT 239.7 billion, ensuring plan execution at 102.0%.

Compared to the corresponding period of the previous year, the growth rate of own-source revenues amounted to 113.7%, or an increase of KZT 29.3 billion.

In addition, in 2025 the regional budget recorded actual revenues of KZT 27.0 billion from the issuance of government securities by the regional akimat. The issuance on behalf of the akimat was carried out directly by the authorized department.

Overall, the issuance of government securities in 2025 was implemented within the framework of the list of borrowing purposes approved by a resolution of the Government of the Republic of Kazakhstan dated May 28 of the current year, namely: construction and acquisition of housing, development of engineering and utility infrastructure in residential development areas, as well as construction and modernization of networks and systems within the framework of the national project “Modernization of the Energy and Utilities Sectors.”

On the expenditure side of the regional budget, the main emphasis is placed on the social sector, for which KZT 314 billion is allocated, or 50.0% of the total budget. The real sector of the economy, in particular the agro-industrial complex (KZT 73.2 billion), transport (KZT 63.5 billion), and housing and utilities sector (KZT 85.7 billion), is allocated a total of KZT 222.4 billion, or 35.4% of the budget.

Expenditures of the regional budget for 2025 were executed in the amount of KZT 617.2 billion, or 98.2% of the plan (in 2024 — KZT 600.4 billion, an increase of KZT 16.8 billion).

Across the region, KZT 11.3 billion remained unspent.

With the 2025 development budget plan set at KZT 92.2 billion, actual utilization amounted to KZT 89.1 billion, or 96.6%.

Execution of targeted transfers and loans from the republican budget in 2025 amounted to 93.7%, or KZT 76.3 billion (plan — KZT 81.4 billion). The main reason for underutilization was the non-receipt of transfers from the higher-level budget in the amount of KZT 4.6 billion.

Approximately 50.0% of all regional budget expenditures were allocated to financing the social sector, totaling KZT 314 billion.

Education — KZT 233.1 billion (37.1% of total expenditures)
