Epidemiological situation (Covid-19)
The epidemiological situation in the region is under control.
Over the past week, 658 new cases have been identified. Compared to the previous week, the number of cases decreased by 8.9%.
Taking into account that the region has been in the red zone for two months, in order to reduce the influx of residents of the districts to the regional center, since May 1 this year, roadblocks have been established along the perimeter of the city of Uralsk and 6 districts located in the red zone for 14 days.
These measures allowed to reduce the influx of residents to the regional center by 35%, as well as to prevent mass events.
As a result, the incidence per day decreased from 200-250 in April (from 18 to 23.04.2021) to 90-100 cases in May this year.
Since May 1, monitoring groups have conducted 179 raids, checked 965 objects, and drawn up 22 protocols for the amount of 962 thousand tenge.
As I have already noted, the situation is under control thanks to the measures taken by the Government to prevent the mass spread of the epidemic.

For 4 months of this year, the volume of gross agricultural output increased by 2.7%, housing construction-by 3.5%.
In industrial production (by 6.9%), investment in fixed assets (by 40.2%) and construction (by 11.9%), there is a decrease.
This is primarily due to the planned reduction in the volume of hydrocarbon production at the Karachaganak field, as well as the completion of investments in 2 major projects at this field. These projects are being introduced this year and will keep the volume of hydrocarbon production at the planned level.
In January-April 2021, 6,357 jobs were created, 6,690 people were employed.

Investment
It so happens that the West Kazakhstan region is heavily dependent on investment in the oil and gas sector.
In order to avoid such dependence, the construction of an industrial zone on 281 hectares near the regional center has been started.
The first investor-a joint venture with the Netherlands-has started the construction of modern industrial greenhouses, the total area of which should be 56 hectares in the future.
Also in 2021, it is planned to put into operation another 112 different projects with a total cost of 50 billion tenge with the creation of more than 1,500 permanent jobs.
As part of the President's instructions for the development of high-grade gas processing, the construction of a deep oil refining plant with the participation of the United Arab Emirates continues and it is planned to start construction of a liquid methanol plant (Zhaikpetrolium LLP).
It is also planned to start new projects such as:
- modern foundry production (KazArmaprom LLP»),
- production of ceramic facing bricks (Westgroup LLP»),
- production of expanded clay gravel ("TumarOral" LLP»),
- transport and logistics complex "Syr" ("JV SYR" LLP»),
- poultry farm of the egg direction ("Firm Priuralie" LLP»),
- production of LED spotlights (GlobalTradeandServices LLP),
- construction of the agro-industrial complex (JSC "ULP").
Roads
According to the results of 2020, 436 km of roads were repaired for 42.3 billion tenge. In 2021, it is planned to repair about 300 km of roads for 35.1 billion tenge.
This year, the construction of roads to the south-western regions of the region is being intensified. It is planned to repair 118 km of roads for the allocated 20.0 billion tenge. The Ministry of Industry and Infrastructure Development has supported our application and is starting to develop design and estimate documentation for the reconstruction of the Atyrau-Uralsk highway.
Construction of housing and social facilities
In 2021, we plan to build 324 apartments in the cities of Uralsk and Aksai, and 139 apartments in rural areas.
In particular, it is planned to build 1042 apartments under the program of preferential lending. The construction of 120 apartments under the target program for doctors and police officers will also begin.
In 2020, the construction of 3 schools was completed (in Uralsk, GEN for 450 places, No. 51 for 900 places, for 300 places with a boarding school for 100 places in the village of Chapaevo, Akzhaik district). As a result, the number of three-shift schools was reduced from 7 to 4, and the issue of 1 emergency school was resolved.
This year, 10 schools are being built, including 2 schools at the expense of private investment. By the end of the year, we will complete the construction of 4 schools.

To date, 96% of the population of the region is provided with mobile communication. However, there is a problem with the quality of mobile communication and the Internet.
In 2021, we plan to solve the issue of providing cellular communication in 95 sparsely populated villages where there is no mobile communication.
We also plan to increase the speed and quality of mobile Internet in 86 villages. Last year, 95% of public services were rendered electronically.
With the help of the regional IT hub, projects "109", "112", and the stopcovid website were implemented.kz, which are very helpful to us during the pandemic.
Now the project "Smart Aqsai" is being developed, according to which it is planned to install modern video cameras, lighting devices, database integration, and more.
In addition, we plan to centralize the video surveillance system in the schools of the region, with the integration of the Operational Management Center of the Police Department.
