The main indicators.
The number of young people (from 14 to 35 years old) in the West Kazakhstan region is 180,153 people. Of these, 92,247 people live in cities, and 87,906 people live in rural areas. There are 4 higher educational institutions and 34 colleges of vocational education in the region. 24,913 students study in 4 higher educational institutions of the region, 17,210 students study in colleges. According to the results of the first quarter of 2023, the share of NEET youth is 4.9%. At the moment, this is the lowest indicator in the republic. The youth unemployment rate in the region is 3.8%. In addition, at the beginning of this year, the Ministry of Labor and Social Protection of the Republic of Kazakhstan presented a list of 9,853 young people in the NEET category in the West Kazakhstan region. In this regard, in order to clarify the social category of youth included in the list, targeted work has been carried out in the region. To date, 100% of the information about young people in the NEET category has been entered into the Family Digital Card information system.
Youth resource centers.
14 youth resource centers (1 regional, 1 city and 12 district) work in the region for special work with youth. The number of employees is 288 people. The Regional Youth Resource Center implements several projects to support young people. Employment, social support - "Young specialist", professional training, work orientation of graduates - projects "The future is in your hands", "Work for youth!" job fair. The Youth Council project is implemented regularly. In this direction, specialists of the resource centers of the city of Uralsk and 12 districts conduct consultations on new opportunities for young people in crowded places (shopping malls, streets, central market, railway station, parks and recreation areas). Over the past 3 years, 53,646 young people have applied to resource centers. 2,500 events were organized, 80 vacancies were created to support young people and provide consulting assistance. As of September 1, 2023, in cooperation with the relevant authorities, 976 events were organized in the direction of comprehensive support and socialization of youth, in which about 58 thousand young people took part. The number of young people who received counseling was 3,458. A database of young people in the NEET category has been created with resource centers, targeted work is underway. The work aimed at expanding the participation of NEET youth in sports and cultural events, increasing their activity, and measures of social support. Near the regional youth resource center there are 27 coworking centers, a volunteer corps "Zhaiyk Zhastary", self-government of schoolchildren and students. The largest projects of youth resource centers: "Menin zholym" - an evening of acquaintance with famous people, a creative competition of students "Zhana tolkyn", the project "Salikaly sukhbat sagaty", the championship of Kazakhstan in wrestling "JRO barysy", "Kosh keldin, sarbazym"soldier", "Altybakan LIFE", youth evening "JAS PARTY", the project "Elime sayahat", the game competitions "Esports", the youth camp "Zhastar zharkyn bolashak", the project "Bilimdiler Dodasy". 51 youth public organizations are registered in the West Kazakhstan region (26 in the city of Uralsk, 25 in the districts of the region), 6 branches of republican youth organizations work.
3 state programs. . Realization
As of September 1, 2023, 6,768 young people were covered by active employment measures in the West Kazakhstan region within the framework of the "National Project for the Development of Entrepreneurship for 2021-2025", of which:
- 2,080 are directed to vacant jobs;
- 157 for social jobs;
- 773 for youth practice;
- 841 for the organization of public works;
- 169 for the project "First workplace";
- 5 for the project "Contract of generations";
- 2,022 for the Bastau Business project;
- 132 received grants;
- 239 received micro-loans;
- 350 young people are directed to online training.
As of September 1, 2023, 540 young specialists received a lifting fee in the amount of 186.3 million tenge. In 2023, 1,175 young people were employed as part of the Zhasyl El project. 300 young people worked on the project "Student construction teams". In 2022, 38 young people received targeted grants to support business projects of the region's youth (in 2020 - 89 million tenge for 22 projects, in 2021 – 39 million tenge for 8 projects, in 2022 – 117.6 million tenge for 26 projects). In 2023, through JSC "Agrarian Credit Corporation" in the region, it is planned to lend at a 2.5% rate to 238 young entrepreneurs for a total amount of 1 billion rubles. 190 million tenge.
Housing for young people.
The problem of providing housing for young people is acute in the region. There is no special mortgage program for young people and young families in the region, and the issue of financing the launch of a regional program in this direction is being considered. In 2022, 10 houses were provided (in 2020 – 49 houses, in 2021 – 20 houses) to provide housing for orphans and children left without parental care. The problem of youth placement is being solved step by step. Currently, there are 9 dormitories with 3,281 beds in 4 higher educational institutions, 17 dormitories with 1,843 beds in colleges. In the region, private investors are building and repairing dormitories for students. In 2022, a private investor, Bolashak-T LLP, provided a 150-bed dormitory for students of the Ural Polytechnic College and a 100-bed dormitory for students of the West Kazakhstan Industrial College due to the reconstruction of the Ural Transformer Plant LLP building. In 2023, students of the M.Utemisov West Kazakhstan University will be provided with 1 dormitory for 500 places, as well as 2 dormitories for 80 places - the Kazakhstan University of Innovative and Telecommunication Systems.
Support for youth initiatives.
In 2020-2022, 449.2 million tenge was allocated for 59 projects within the framework of the state social order, including 4 projects in the amount of 20,500 thousand tenge in 2022 directed to work with young people of the NEET category. In addition, a number of international and republican events were held among the youth of the region: the republican tournament-competition among students, the republican CPC festival on the occasion of the International Youth Day, the regional Youth forum "Zhastar-Otanga!", the Russian-Kazakh Youth International Youth camp "Korshiler-Neighbors". In 2023, 216.08 thousand tenge will be allocated for the implementation of 31 projects within the framework of the state social order to support youth initiatives in the region.
Development of the volunteer corps.

Every year the number of volunteers in the region increases (in 2020 - 10 thousand people, in 2021 - 14,380 people, in 2022 - more than 25 thousand volunteers) and volunteer movements operate: the Volunteer Corps "Zhaiyk Zhastary", "Oral Zhastary", the Charitable Foundation "Ayalagan Alakan", volunteers "Zhastar Rukhy", The Center of the volunteer movement at the Assembly of the People of Kazakhstan of the WKOF, the volunteers of the WKOF "Red Crescent Society of the Republic of Kazakhstan".
