Portal of land resources www.zem.kz
About the project
Within the framework of the state program "Digital Kazakhstan" in the field of land relations, from the end of 2017 to the end of 2019, an electronic portal of land resources functioned http://www.zem.kz/.
The specified portal contained schemes of free land plots for agricultural and commercial purposes for submission through tenders and auctions, a list of priorities for obtaining land plots for individual housing construction, information on land plots provided through tenders and auctions, and information on unfair land users.
In order to prevent corruption risks in the sphere of land relations, work was carried out to convert land auctions into electronic format.
So, in 2018, for the first time in the republic in Akzhaik, Burlinsky, Kaztalovsky and Taskalinsky districts, electronic auctions were held by the English method for the sale of lease rights to land plots, and in Burlinsky, Kaztalovsky, Taskalinsky districts, applications for participation in the tender for granting the right of temporary paid land use (leases) were accepted electronically.
So in 2018, 18 auctions were held to sell the right to lease 103 land plots for commercial purposes, with an area of 47.2 hectares. Of these, 6 auctions on 20 land plots with an area of 11.7 hectares or 33% of auctions were held electronically on the zem.kz portal.
As a result of the auctions, 83 land plots with an area of 33.4 ha were sold in 83,518,019 tenge.
In 2019, electronic auctions were held in Akzhaik, Burlinsky, Zhangalinsky, Zhanibeksky, Terektinsky, Shyngyrlausky districts and the city of Uralsk.
So, in 2019, 45 electronic auctions were held to sell the lease rights of 256 land plots for commercial purposes with an area of 135 hectares; as a result, 112 land plots were sold with an area of 66 hectares for 96,291,116 tenge (of which 25 plots were sold in Uralsk with an area of 4.9272 ha in the amount of 32 736 135 tenge).
During the period of operation of the electronic portal http://www.zem.kz/, more than 60 thousand users have visited and used the information, of which 980 individuals and legal entities were registered.
Currently, land tenders (tenders and auctions) are carried out through the web portal https://www.gosreestr.kz/.
In turn, in order to further implement the state program "Digital Kazakhstan" in 2019, Department of Land Relations of the West Kazakhstan region developed and gradually introduced the geo-information portal of the WKR. At the moment, the resource is deployed at https://map.e-batys.kz/. More detailed information on the geoportal can be obtained here.
