Today, the staff of the Department of Veterinary of the West Kazakhstan Region in a live broadcast listened to the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the people of Kazakhstan "New Kazakhstan: The path of renewal and modernization".
In September 2021, in the State of the Nation Address by President of the Republic of Kazakhstan, it was instructed to implement tasks to improve veterinary medicine, including digitalization, data collection and automation of the sphere. With a view of performance of the specified tasks according to the commission of Akimat of Region since February, 14th of current year in the West Kazakhstan area in the form of the pilot project new "System of monitoring of movement of objects of the veterinary control" is entered in action. In the new monitoring system all veterinary certificates issued by veterinary organizations are equipped with individual QR codes, using the electronic application QRDoc. The veterinary surgeons of the receiving veterinary companies confirm the reception of arriving animals on the veterinary certificates and make registration in the electronic system. After registration and confirmation of acceptance of the relocated animals, a notification is sent through the electronic system to the veterinarian who issued the veterinary certificate and the farm animals are removed from the identification database.
At the present time 312 veterinary specialists of our region work in the QRDoc digital application. From February 14 to March 9 in the region with the help of the QRDoc application 1218 veterinary certificates for transportation of 12129 agricultural animals were issued. Of these, the digital application registers that 2084 cattle were delivered and taken to slaughterhouses, fattening sites within the region. Now measures are being organized to ensure registration of the livestock exported to other regions, in the digital application.
Most of the livestock products produced in West Kazakhstan Region are exported to other regions. In particular, in 2021 on all issued veterinary certificates in the region 45 % of all transported beef cattle, 61 % of small cattle, 72 % of horses, 98 % of camels were transported out to other regions. Currently, the livestock exported to other areas remains uncontrolled, it is unknown their arrival to the destinations indicated in the veterinary certificates. With the introduction of the "System of monitoring the movement of objects of veterinary control" it is expected to find a solution to this problem as well. For this purpose, the Akimat of the West Kazakhstan Region sent official letters to the administration of other regions for assistance in the joint use of the QRDoc system. In order to coordinate the joint application of e-monitoring system a working meeting was held at the level of deputy akims of West Kazakhstan, Aktobe, Atyrau, Mangistau, Kyzylorda, Kostanai, Turkestan, Karaganda regions, responsible for the sphere of agriculture. The participants of the working meeting were introduced to the procedure of appliance of the monitoring system, have noted its effectiveness and have come to conclusion about joint appliance of the system.
The main purpose of adding QR codes into the veterinary certificates is to prevent the usage of the fraudulent veterinary certificates, to reduce the corruption risks in the sphere of veterinary medicine. While transporting the animals or at the points of slaughter and reception of the products of animal origin the supervising bodies (police, veterinary inspection) can check the validity and lawfulness of the issued vet certificates by QR code on the spot. Besides, providing veterinary certificates with the QR code is aimed to protect the public health from dangerous products of animal origin by securing the full control over the movement of animals and their products. Because many especially dangerous infectious diseases, common for animals and people, are transmitted via animal products and are dangerous for people's health. The introduction of the digital application will also contribute to the formation of accurate accounting of animals and their products, as well as the prevention of livestock theft.

According to the Instruction of the Akimat of the West Kazakhstan Region since February 15, 2022 a new QRDoc e-system was introduced as a pilot project in the activities of local veterinary organizations and enterprises for meat reception (meat processing enterprises, slaughterhouses, fattening sites). With the help of this e-system a separate QR code is formed in all veterinary certificates issued by veterinary organizations on the basis of which the movement of farm animals and products of animal origin is monitored. The veterinary doctors of the receiving enterprises on the veterinary documents given in the QRDoc e-application register the arriving animals, thus confirming their reception. Besides, while transporting the animals or at the points of slaughter and reception of products of animal origin, the supervising bodies (police, veterinary inspection) can check the actuality, legality (validity) of the veterinary certificate at the place by means of the QR code.
The main purpose of providing veterinary certificates with QR-code is to block forged veterinary certificates, i.e. to reduce corruption risks in the area of veterinary medicine. Secondly to provide the protection of the public health against dangerous products of animal origin by means of full control over the movement of animals and animal products. Besides the introduction of the e-application will contribute to the formation of the precise account of animals and their products in the territory of the Region.
At the moment in the QRDoc e-system there is a functionality of registration of veterinary certificate Form No. 1 (for live animals), in the future the system provides for the introduction and veterinary certificate Form No. 2 (for livestock products).
