About changes in legislation in the field of veterinary medicine

At the plenary session of Majilis in the first reading a bill" On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of regulation of the agro-industrial complex."

It provides for the main part of organizational and implementation functions in the field of veterinary medicine and one area of control and supervision functions for the local Executive body.

The veterinary control and supervision Committee is also responsible for monitoring and coordinating the export and import of agricultural products, as well as the activities of local Executive bodies and state veterinary organizations.

The concentration of control, supervision and implementation functions in local Executive bodies leads to a conflict of interests, since the akimat itself organizes and controls events. As well as the consolidation of control and Supervisory functions into two services (local Executive bodies and the Committee for veterinary control and supervision of the Ministry of agriculture of the Republic of Kazakhstan), in some cases, it was difficult to determine the responsibility for implementing activities in the field of veterinary medicine.

In this regard, the draft law provides for appropriate steps to improve the efficiency of the veterinary service.

First, it provides for the concentration of all control and Supervisory functions in one body by returning control and Supervisory functions from local Executive bodies and customs authorities (control on vehicles) to the Department of the authorized body in the field of veterinary medicine.

Secondly, it is planned to change the structure of veterinary services of local Executive bodies by creating their vertical subordination, i.e. consolidation of veterinary divisions at the regional level with the possibility of presence of representatives at the level of districts and cities of regional significance, as well as subordination of state veterinary organizations at the regional level.

When the above-mentioned changes were adopted, local Executive bodies retained their implementation functions in the field of veterinary medicine, and control and Supervisory functions were transferred to the Department of the authorized body at all stages, which made it possible to create a vertical veterinary service of local Executive bodies.

Based on the resolution of the akimat of the West Kazakhstan region No. 24 dated February 12, 2020, 12 district and 1 city veterinary stations were transferred from the district communal property to and subordinated to the regional communal property and the akimat of the region.

District and city veterinary stations of the veterinary Department of the akimat of the West Kazakhstan region adopted new charters and they passed state registration in the judicial authorities.

In 2019, 1.226 billion rubles were allocated from the Republican budget for epizootic measures in the region.tenge, including for anti - epizootic measures-1 million 49 thousand tenge, for compensation to owners of farm animals that have undergone brucellosis, who have passed meat processing enterprises-33.7 million tenge, for the organization of transportation of sick animals for sanitary slaughter – 40.5 million tenge, for the maintenance of animal burial grounds-18.2 million tenge, for the destruction of stray dogs and cats – 61.2 million tenge, for identification of farm animals-16.8 million tenge.

In the course of veterinary measures, the incidence of brucellosis among farm animals decreases from year to year. The decrease in this disease among animals has a positive effect on the reduction of this disease among people.

In particular, the study of the work carried out this year revealed a decrease in the incidence of brucellosis among the population of the region by 0.2% compared to the same period last year.

Also, in order to combat enzootic diseases in the region, 6 million US dollars were allocated. 700 thousand tenge was allocated for anti - epizootic measures, 549 thousand head of cattle against anthrax, 1 thousand 62 head of Mrs, 549 head of cattle against nodular dermatitis of farm animals, and 1 thousand 320 head of sheep.

The veterinary Department of the West Kazakhstan region will continue to work in this direction in the future.
