Land resources are the main wealth of Kazakhstan and an indicator of its economic potential.
One of the most important issues identified in the Message, which gives impetus to the future, is the rational and purposeful use, control and legal protection of land resources,including agricultural land.
The territory of the Terekty district is 796,757 hectares.
For 2021, the area of agricultural land is 519,926 hectares (including: pastures-242,807 hectares, arable land-145,630 hectares, uncultivated arable land (deposits) - 108,260 hectares, hayfields-15,040 hectares, perennial plantings-352 hectares, other land-7837 hectares). The land fund is 119,854 ha (including: pastures-74,313 ha, uncultivated arable land (deposits) - 32,598 ha, hayfields-2,717 ha, perennial plantings-116 ha, other land-10,110 ha. Land of settlements-84529 ha, land of industry-4047 ha, land of the forest fund-38 766 ha, land of the water fund-27 665 ha, land of specially protected natural territories, Land of health, recreation and historical and cultural purposes-27 ha, land used outside the territory of the district, region, Republic-1 294 ha, land used by land users of other districts, regions, states-3 237 ha.
In 2019-2021, as a result of the monitoring(survey) of agricultural land in the district, 65.1 thousand hectares of unused land plots were identified. At present, 11.3 thousand hectares of the identified unused land have been returned to state ownership and 1.2 thousand hectares of land plots have been put into circulation. As a result of the work carried out, land users of land plots with an area of 18.2 thousand hectares began to re-develop the land.
In order to check the unused farms, the state inspector was provided with land plots with a total area of 35.6 hectares.
In 2021, 18 land plots with a total area of 13,944 hectares were identified (explanatory work was carried out by 6 land users with a total area of 5,644 hectares, 476 hectares were returned to the State Fund, 282 hectares were re-developed)
In accordance with the Decree of the President of the Republic of Kazakhstan dated December 26, 2019 No. 229 "on the introduction of a moratorium on inspections and preventive control and supervision with visits to the Republic of Kazakhstan", the inspection is temporarily suspended.
The provision of land plots on the right of temporary paid land use for the conduct of peasant or farm farming, agricultural production will be carried out on a competitive basis.
In 2020, 5 tenders were held for the provision of agricultural land on a competitive basis, a land plot with a total area of 35,938 hectares was provided.
On May 19, 2021, it is planned to hold a tender for 15 land plots with a total area of 8,578 hectares.
Also in 2020, 5 auctions for commercial land were held for land plots with a total area of 13.35 hectares, as a result of which 20,735,986 tenge was received by the budget, as of April 13, 2021, an auction for commercial land for 3 land plots with a total area of 1.59 hectares was held, as a result of which 208,212 tenge was received by the budget. On May 6, it is planned to hold an auction for a land plot with a total area of 3.08 hectares.
In the district since 2003, 11,510 people have queued for land for housing construction. In 2019-2020, 4 rural districts developed detailed planning projects for 1,677 land plots, and provided 1,149 land plots for housing construction:
- Podstepnoye s / o, Yubileynoye village-234 land plots, 234 land plots were issued;
- Akzhaiksky s / o, Akzhaik village-135 land plots, 135 land plots were issued;
- Chagansky s / o, Zhana Omir village-780 land plots, 780 land plots were issued;
- Fedorovsky village, Fedorovka village-528 land plot;
There are 9833 citizens in the queue for receiving land plots for individual housing construction in the Terektinsky district. In the queue in aksuatsky rural district-789, Novopavlovsky rural district-82, Podstepny rural district-7084, Fedorovsky rural district-511, Shagan rural district-1070, Akzhaiksky rural district-285, Dolinsky rural district-12 people.
The Department provides 9 types of public services. In 2020, 1,345 public services were provided, and 202 services were provided in 3 months of 2021 . In addition, the department received 302 applications from individuals in 2020, 40-from legal entities, 18-from individuals for 3 months of 2021, 6-from legal entities district Land Commission in 2020 19 meetings, 6-from legal entities for 3 months of 2021. In 2020, 135 resolutions and 379 land lease agreements were prepared, in 2021-33 resolutions and 96 land lease agreements.
In 2020, on the basis of a contract of sale for 20 land plots, the budget received 10 192 504 tenge, in 2021, on the basis of a contract of sale for 3 land plots, the budget received 3 116 720 tenge.
