District budget for 2021 – 2023 It was approved within the time limits established by the legislation of the Republic of Kazakhstan after the decision of the regional maslikhat "On the regional21-2023 budget for 2021-2023 years".
Budget formation was carried out in accordance with the instruction of the President of the Republic of Kazakhstan on austerity of budget funds and their efficient use, due to the limited budget resources in accordance with the calculations of budget program administrators.
Clarifications and adjustments to the budget were made in accordance with Articles 109 and111 of the Budget Code of the Republic of Kazakhstan dated December 4, 2008 No. 95-IV (hereinafter referred to as the Budget Code).
For the first half ofthe yearа 2021, at the meeting of the budgetджетных commissionsй , projects were submitted for consideration вносились проектыto clarify and adjust the district budget for the corresponding periods, where the district budget drafts were considered and approved.

Execution

For objective reasons – 19,137. 4 thousand tenge, for subjective reasons - 322,619. 1 thousand tenge.
The amount of provided transfers from the republican budget under the plan for the reporting period amounted to 330,298. 0 thousand tenge, execution on them amounted to 316,827. 2 thousand tenge or 95.9%. The amount of non-development is 13,470 13 470,8 . 8 thousand tenge.

Provision of social support measures
In 2021, funds were allocated from the state budget to provide social support measures to specialists in the field of health, education, social security, culture, sports and the agro-industrial complex, civil servants of the akims of villages, settlements, rural districts who arrived to work and live in rural settlements. 214,400,000 tenge was allocated for obtaining a budget loan for the purchase and (or) construction of housing. For receiving the lifting allowance – 28,924,000 tenge. These social support measures are a state service, and documents are accepted through the non-profit joint-stock company " State Corporation Government for Citizens "(PSC) or in electronic format through the e-government web portal.
As of 01.09.2021, the Department of Economics and Finance received 439 applications through the non-profit joint-stock Company "State Corporation "Government for Citizens", of which, according to the allocated funds, social support measures in the form of lifting allowances were provided to 99 specialists, in the form of a budget loan to 49 specialists, including 2 specialists received a loan for housing construction.
From year to year, there is an increase in the number of specialists applying for social support measures, including 65 specialists in the field of education, 21 in the field of health, 12 in the field of culture, 1 in the agricultural sector, and 26 specialists in the field of education, 16 in the field of health, and 7 in the field of culture received a lifting allowance as of September 1, 2021. The allocated funds for providing social support measures to specialists in 2021 have been fully disbursed.
At the same time, there is a violation by specialists of the conditions for timely repayment of the budget loan.
On 01.01.2021, the debt amounted to 15 063,6 thousand tenge, as of 1 September 13 992,2 thousand tenge (151 debtors), including in education – 10 614,0 thousand tenge, 99 debtor in healthcare – 2 547,2 thousand tenge, 36 debtor in the field of culture – 753,4 thousand tenge, 12 debtor in the field of agriculture – 56,3 thousand tenge, 3 delinquent in the field of sport is 21.3 thousand tenge, 1 debtors.
The main reason for the delay is shown on the part of specialists bad faith, negligence, reference to forgetfulness, being on maternity leave and lack of income. In this regard, we have repeatedly recommended that managers of relevant areas organize the transfer of the loan repayment amount from the salary of specialists, centrally through the employer's accounting department.
The department, together with the West Kazakhstan branch of JSC "Fund for Financial Support of Agriculture", has organized work on collecting existing debt from specialists, monthly letters are sent to specialists of the department of relevant areas on existing debt.
