Before consideration by the Commission for the implementation of the procedure for granting refugee status to all foreign citizens, a certificate of asylum seeker was issued confirming the legality of the stay of a foreigner, stateless person who applied for recognition as a refugee in the territory of the Republic of Kazakhstan.
