The Academy of Public Administration is the only university in Kazakhstan that is responsible for the professional development and education of modern civil servants. The work of the Academy is aimed at training personnel of the state apparatus and professional managers.

Applicants to the Academy of Public Administration submit the following documents to the admissions committee:::
1. Application;
2. a copy of the Higher Education document;
3. Qazaq RESMI test or Qaztest Certificate of state language proficiency (not less than B1);
4. certificate of foreign language proficiency:
- For postgraduate studies: ieltsneltsindicator (at least 4.0), toeflpbt (at least 437) ortoeflibt (at least 41), APTIS (at least B1/4.0).
- For doctoral studies: Ieltssneltsindicator (not less than 5.5), TOEFLPBT (not less than 513), orthoeflibt (not less than 65), APTIS (not less than B2/5.5).
Students studying in English-speaking educational organizations are trained in the specialty.
5. for civil servants of the Republic of Kazakhstan – service, for foreign employees – personnel Reserve;
6. implementation of the activities of the state body;
7. written works:
- plan of research work for doctoral students(researchproposal),

Pre-session courses are an effective way to get into the Academy of Public Administration. The program consists of 3 independent modules necessary for passing competitive selection stages and further training at the Academy:
1. academic writing and public speaking courses lasting 36 academic hours;
2. English language courses lasting 72 academic hours;
3.official and business Kazakh language courses with a duration of 36 academic hours.
Courses are conducted by the teacher in an online format, as well as in the form of videos, training is conducted by the faculty and staff of the Academy, as well as invited teachers. Due to the limited number of places for pre-session courses, applicants are required to pass the entrance test, based on the results of which groups are formed. Preparatory courses will be available to applicants who have entered into an electronic contract, attached a payment receipt and registered online in the Academy's information system.
