In his Address to the people of Kazakhstan, the Head of state instructed to implement the concept of a "listening state", which promptly and effectively considers all constructive appeals of citizens. Public dialogue, openness and timely solutions to the current needs of the population are becoming the main priorities in the activities of state bodies.
Intolerance to corruption should become a civil position of every citizen of Kazakhstan. It is impossible to achieve a positive result without forming an anti-Semitic culture among citizens. In order to achieve these goals, the Institute of ethics commissioners was introduced in all state bodies of the country in accordance with the decree of the President of the Republic of Kazakhstan as part of the introduction of a new model of public service.
The functions of the ethics Commissioner in the office of the akim of the Burlinsky district have been assigned to me since 2019.
Ethics commissioners play an important role in the prevention of offenses.they provide advice, carry out explanatory work within their competence, promote compliance by civil servants with the restrictions and prohibitions established by law, and contribute to the formation of a culture of relationships.
An impeccable image is one of the signs of a professional state apparatus. A number of amendments have been adopted to prevent and reduce crime. Thus, in accordance with the instructions of the Head of state, officials were personally liable for corruption offenses committed by subordinate employees, and a ban on promotion was established if a public servant has an outstanding disciplinary penalty for violating the norms of official ethics.
The current situation in public administration required attracting young talented specialists to the public service. Many of those who are interested in Public service today are young people. Our goal is to promote the importance of public service among the younger generation.
Seminars and meetings on preventing and suppressing corruption and explaining the requirements of the code of Ethics are held with the participation of civil servants who hold positions in local Executive bodies.
Civil servants and the public can seek advice from the ethics Commissioner in order to resolve problematic situations and develop a culture of communication with colleagues.
