INFORMATION ON THE IMPLEMENTATION OF YOUTH POLICY IN THE BURLIN DISTRICT
In Burlinsky district, the population is 56,474 people, of which 10,883 people are young people aged 14 to 29, which is 20% of the total population.
As for the social status of young people, there are 2430 school students and 818 college students. The number of individual entrepreneurs is 1064. The level of youth unemployment in the district is 3.3%.
In the sphere of the state youth policy in the region there are PA "Sunkar Aksai", MOO "Aksai Zhastary", a resource center for work with youth, as well as consultants on youth affairs work in each rural district. This year, in order to implement the state youth policy through the state social order, 6 million tenge was allocated and 35 million 526 thousand tenge were allocated from the local budget for the activities of the Youth Resource Center.
Employment and entrepreneurship
In order to ensure youth employment, a job fair was held 4 times in 2019. 77 organizations took part in it, 1210 vacancies were presented. The number of applicants is over 515.
Since the beginning of the year, 670 people have applied to the employment center. Of these, 417 people were sent to permanent work.
549 vacancies were posted on the website www.Enbek.kz.
Under the program "Productive employment and development of mass entrepreneurship" 5 people received a loan. Under this program, 41 people were sent for training, 31 people completed their training and 10 of them were employed for permanent work.
6 people were sent to social jobs, 45 young people were involved in community work.
In 2019, applications were received from 78 organizations for 515 places to organize youth practice, 39,012.0 thousand tenge were allocated, 126 people were sent to youth practice, 25 of them were accepted for permanent work.
27 people were trained under the Bastau Business program, 11 of them started their own business. 70 people were trained under the Young Entrepreneur program, 32 young people received government grants. The main directions of youth entrepreneurship: trade, animal husbandry and services (hairdressing, passenger transportation, etc.)
Within the framework of the program "With a Diploma to the Village" in 2019, a lifting allowance was paid to 61 specialists 12 million 700 tenge.
52 specialists received budget loans in the total amount of 189.0 million tenge.
From June to August 2019, within the framework of the Zhasyl El program, 70 students and schoolchildren worked at the Burlin State Institution for the Protection of Forests and Wildlife and AIR GROOP LLP.
Today, 29% of civil servants of the region are young people, 1 young deputy of the regional maslikhat.
Technical and vocational education
818 people study in Aksai technical, West Kazakhstan engineering and economic, Burlinsky colleges, 191 people study by correspondence. The employment rate of college graduates is 83%, memorandums have been concluded with local entrepreneurs on the employment of graduates.
Organization of leisure time for youth
The region provides great opportunities for the development of mass sports among the younger generation, the formation of a healthy lifestyle and the organization of leisure. There are 119 sports facilities in the area: 9 shooting ranges, 2 sports complexes, 56 sports grounds, 19 grounds, 1 swimming pool and 32 sports halls. In the city of Aksai and rural districts, multifunctional sports grounds have been installed, rural districts are fully provided with universal sports grounds. In 2017, the construction of a sports and recreation center was completed and the street workout sports ground was commissioned. In 2019, a sports ground “street workout” was built and put into operation in 15 rural settlements and 4 microdistricts of the city of Aksai. The number of constructed children's and sports grounds in the city of Aksai in 2019 is 10.
In the youth sports school at the regional department of physical culture and sports there are 18 sports departments in various sports: Kazakh kuresi, judo, sambo, boxing, Greco-Roman wrestling, freestyle wrestling, karate, taekwondo, football, volleyball, basketball, table tennis, togyzkumalak, kettlebell lifting, water sports, badminton, skiing and ball hockey. In the new 2019-2020, a branch of national combat sports was opened, where 1,072 children are trained and educated.
All conditions have been created for the all-round development of youth, 1 House of Friendship, 1 Regional House of Culture, 12 rural Houses of Culture, 9 rural clubs, 1 museum of local lore operate in the district. There is also 1 music school, 1 art school, Center for extracurricular activities, a station for young tourists.
There are 26 registered libraries in the Centralized Library System, of which 8 are in Aksai, 18 are in rural districts, 1 is a coworking center opened at the Burlinskaya rural model library, 1 is a city center for working with people with disabilities. The number of readers in Burlinskaya CLS is 31,437, of which 8,200 are young people.
2019 was declared the Year of Youth by the Decree of the Head of State. Comprehensive support for young people is becoming a priority of state policy. At the beginning of the year, the regional youth resource center moved to a 2-storey spacious building. The Bolashaq coworking center was opened. With the help of sponsors, work on the improvement of courtyard plots was completed. The volunteer corps "GOLD VOLONTERS", the office of psychological and counseling assistance to youth are actively working.
In the Year of Youth, sports games in many sports, winter and summer volleyball and football leagues were organized. A regional sports contest among working youth took place. The Club of young local historians "Taqbaly tas" was created. An expedition was created to familiarize young people and schoolchildren with the history of their native land and country. The students visited the cities of Turkestan, Taraz, Shymkent, as well as Bokeyordinsky and Terektinsky districts of the region.
A regional symposium was held among young cultural workers, as well as a theater festival.
